Research On Emergency Rescuers Synergy Grouping Methods

Considering the synergy personnel grouping is one of the important issues of emergency rescue decision, it has been widely used in the field of emergency management and other practical background, so personnel grouping method considering synergy multitasking rescue has important practical significance. Aiming at the problems existing in the current research, on the base of the summary and analysis of domestic and foreign research on present situation and the development of emergency management personnel grouping method, this paper analyses the connotation of the synergy degree between rescuers, and has carried on further research on collaborative grouping issue of rescuers in multitasking and multipoint rescue based on the synergy theory.In this paper, the main research work completed the following aspects:(1) synergy degree model is given in view of the synergistic effect between rescuers, and the corresponding calculation formula is given.(2) Considering the synergistic effect,a rescuers grouping method is proposed. Based on the proposed rescue personnel synergy degree model, calculation method of rescuers’actual efficiency is given comprehensively considering the basic skills of rescuers index and collaborative characteristic index. On this basis, a rescuers grouping model based on synergistic effect is built, with corresponding modeling and solving steps, and the feasibility and effectiveness of the method is validated by an example.(3) It puts forward rescuers grouping method considering time satisfaction and synergistic effect. Aiming at collaborative group question of rescuers in multitasking and multipoint rescue, this paper builds a rescuers group model in multitasking and multipoint emergency considering the synergistic effect based on time satisfaction function, and puts forward the corresponding modeling and solving steps, and the feasibility and effectiveness of the method is validated by an example.In conclusion, this paper not only can enrich the research achievements of emergency rescue personnel assignment problem, but also can be used for the actual group decision making problems, guide and references, and has widely application prospect.
