Though earthquake disaster is inevitable,we can make an effective response to the disaster by means of rescue work in order to minimize the loss of earthquake. Traditional. model of emergency management of earthquake disaster has failed to meet the increasingly stringent requirements for complex and volatile earthquake disaster emergency missions. In the face of complex and changeful earthquake disaster rescue mission, traditional model cannot supply the emergency resources timely. Cloud computing opens up a new perspective for effective integration of multi-source heterogeneous emergency resources, highly sharing and reasonable allocation .With Cloud computing applying to the field of the emergency management of earthquake disaster, emergency resources from multi-field, multi- region and multi-sector can be used to dispatch at any time. The emergency cloud of earthquake disaster can perceive the evolution situations of the earthquake disaster, and analysis dynamically and predict intelligently to it,then provid quick, efficient and intelligent solutions for the matching programe of"Task-Resources" in earthquake disaster emergency rescue work.There are many problems in traditional earthquake disaster emergency resources distribution policy, such as unsound, irrational allocation and slow response of the capital reserve raise system, poor interaction and coordination among the fields, regions and departments. This article propose an intelligent and agile model "Task - Resources" matching strategy under a cloud environment of earthquake disaster. The cloud of Earthquake disaster emergency can be quickly assembled and fully share vast amounts of multi-source heterogeneous emergency resources. Virtual emergency center carrying emergency resources in the cloud platform orderly work together, highly share the emergency resources under the situation of chaos dynamic emergency. According to emergency resource demand of rescue mission, it can provide emergency resources to the demand side of the cloud service in the form of cloud services, making the "Task-Resources" match of earthquake disaster intelligently, and the efficiency and effect of the emergency management of earthquake disaster has been significantly improved.This paper focused on idea of "Emergency Cloud", proposed the "Earthquake Disaster Emergency Cloud". It indicates a massive multi-source heterogeneous emergency resources of earthquake disaster through virtualization technology processing,the final output cloud service model depend on the demand of emergency resource. The dependence relationship of emergency resources and rescue mission under a cloud environment of earthquake disaster has been analyzed, and the rescue mission decomposition has been expounded in detail. The realizability of the rescue mission in the process of task decomposition and the relationship between the subtasks have been discussed. Based on the concepts of earthquake emergency cloud resources and rescue mission, the relationship between the rescue mission and the emergency work center have been discussed. According to the needs of the emergency resources to the rescue mission,"Task-Resources" matching concept model and mathematical model under a cloud environment for emergency earthquake disaster have been established,algorithm flow to mathematical model the has been designed.
