Research On Emergency Management Of Electric Power Emergencies In Lianyungang

In modern social life,the degree of interdependence between electric energy and human production,life,social activities and economic development is far from other kinds of energy.Power energy has been the most basic guarantee of material and spiritual life in modern society.Lianyungang is located in the coastal area of East China,with strong demand for electricity,and two important power output units in Tianwan nuclear power station and Xinhai power plant.It is an important energy output city.In Lianyungang,there are typhoons and other bad weather attacks every year,and the outburst events are increasing more and more,and the probability of electric power emergencies is larger.It is necessary to further strengthen the research on the power emergency management in Lianyungang.This paper uses the literature research method,the field investigation method,the case and the empirical research method and so on,using the public management knowledge and theory to analyze the current situation and recent case of the emergency management of the electric power emergency in Lianyungang in recent years.By comparing with the advanced management experience at home and abroad,based on the on-the-spot and on-the-spot investigation and research,the relevant research on electric power emergency is carried out.In the study of Lianyungang electric power emergency management,this article from four aspects of the management system,early warning response mechanism,daily control and post treatment in detail to understand the current situation of power emergency management in Lianyungang.According to the 4R theory of crisis management,Lianyungang electric power emergencies are divided into four stages of daily,early warning,event and afterwards.From the perspective of institutional mechanism,cooperation and stakeholder,and other related cases of recent electric power emergencies in Lianyungang City,find out the existing problems of Lianyungang in the power industry,such as the basic work of safety management,the pre warning of the emergency,the mechanism of hidden danger and control,the mergency linkage of the electric power emergencies,the investigation mechanism of emergency isposal responsibility,and the problems in the management of electric power emergency supplies.In this paper,based on the analysis of the problems existing in the emergency management of electric power emergencies in Lianyungang,the cooperative governance theory is used to strengthen the participation of multiple subjects in the emergency management of electric power emergencies.It is suggested to improve the power and responsibility system of the government enterprises,strengthen the organization of emergency management in Lianyungang,form an effective tracing mechanism for the responsibility of electric power emergencies,strengthen the cooperation between the government and the enterprises in Lianyungang,integrate the power to perfect the power risk monitoring mechanism,and improve the ability of the risk discovery,monitoring and disposal of the electric power emergencies.According to stakeholder theory,it is the goal of all the groups and individuals that can affect the power accidents to participate in emergency management.It is suggested to improve the cooperative management system of electric power emergency,encourage the media to take part in the emergency disposal of electric power emergencies,and build the social emergency education mechanism,encourage the main bodies to participate in the emergency practice of electric power emergencies,and improve the consciousness of emergency management of the social power.According to the characteristics of the power safety operation management,this paper also suggests to strengthen the construction of the power construction team,establish the control mechanism of the whole process of construction,perfect the emergency management system of emergency repair,carry out the bidding link of the material control,carry out the equipment supervision of the net material,and improve the level of the quality control and control of the power grid material.
