Study On Emergency Management Of Emergencies In Yunnan Border Region

With the acceleration of globalization,in the context of internationalization,the security,handling and emergency management of emergencies of various countries have become increasingly prominent.The integrated political and social issues are easy to attract high attention of the international community,and are the focus of all countries in dealing with international affairs and social security and stability.At the same time,in the governance of national unity,is both a hot point and a difficult point.At present,countries start to strengthen the management of emergencies at different levels,from different perspectives and in different fields,such as institutional adjustment,bill drafting,law enforcement cooperation and convening of meetings.Emergencies in China's border areas are part of border security management under the international background,which is in compliance with the requirements of global border security management,governance and the general trend.It is closely related to many fields,including international relations,domestic and foreign affairs and geopolitics.Secondly,it covers ecological resources and religious people.Finally,social governance and government control.In nature,border incidents emergency management needs both cooperate,the superior government,the government at a lower level,both division of labor and coordination,reflect the ruling ability and ruling level,if processing is not correct,not in time,will cause people's physical and mental health of great harm,and seriously endanger the society,influenced the economic development,security and stability.2017 was an important year for the 19 th CPC national congress,and President Xi jinping led the CPC central committee to establish a series of contents focusing on China's development in the new era: namely,new coordinates,new positioning and new mission of development.Specifically,in the border areas of Yunnan province,the border state of Myanmar has witnessed frequent civil wars,military conflicts and displacement of its border residents.A large number of border residents have flocked to the border city from time to time,which is of profound significance to national border security,ethnic unity and stability,and regional stability and development.With the in-depth implementation of the national "One Belt And One Road" strategy,how to further deepen the cooperation and opening to Myanmar,and how to manage border residents to avoid war suddenly became the primary issue before us.Way in this paper,the research mainly adopts literature study,observation and field research,theoretical exploration and empirical analysis,etc.,to Yunnan Lincang city and county government emergency management ways and means,fieldwork mid-march 2017 border with Myanmar Lincang incident-avoiding combat border management,the research of emergency management methods and measures;Aiming at the Lincang section of Yunnan province,this paper studies the difficulties and problems in the emergency management of emergencies in the border region,studies the advanced experience of other countries in this aspect,and puts forward corresponding solutions.To provide ideas for the formulation and revision of relevant policies for the emergency management of border emergencies in the future,and put forward more scientific and reasonable solutions,providing reference.This paper has three innovative points,mainly: one is a relatively new perspective of topic selection.In the aspect of "Yunnan border emergency emergency management",there are few special literatures to study it.At present,the academic research on emergency management of domestic and foreign emergencies is relatively mature,and the number of books is in the majority.On the contrary,there is little research on the emergency management of border areas,especially for border residents.Second,the research representativeness is strong.On the one hand,the Lincang section frontier autonomous county selected by this study is a typical representative of the impact of sudden incidents of border people avoiding war on border emergency management brought by kokang conflict on border emergency management.Therefore,the sample selection is quite representative.On the other hand,due to the convenience of the author's work,authoritative data on sudden and bold events in the Lincang border can be obtained,and the data in 2017 can be analyzed emphatically.Therefore,data analysis is quite representative.Thirdly,based on the above contents,this paper has drawn up the means and strategies for emergency management of sudden events in the border area of Yunnan.
