College Students’ Entrepreneurial Ecosystem In The Concept Of Service-oriented Government Construction

The Global Employment and Social Outlook Report of 2016,issued by the International Labor Organization(ILO),warns the impact of the global economic downturn from 2008 to 2012.Slow economic recovery and gloomy economic growth will make the phenomenon of unemployment and inadequate employment more prominent.The addition of jobs should not depend solely on the government and large enterprises,but it should consider regional and national levels of entrepreneurial activity.This shows that entrepreneurship is gradually seen as the main driving force for sustained economic growth.The party ’s 18 th report clearly propose that we actively guide practitioners to change the concept of employment,and actively encourage laborers to have multi-channel and multi-form employment in order to promote employment by entrepreneurship.According to the Report on the Work of the Government,employment priority strategy and more active employment policy make China’s urban employment accumulate more than 50 million people.Li Keqiang stressed that employment is most important livelihood among the 1.3billion people at the State Council executive meeting on April 5,2017.Entrepreneurial initiatives that China government support focus groups’ employment require actively encouragement college graduates to have multi-channel employment and entrepreneurship.It can be seen that the entrepreneurial activities of college students are related to the speed and depth of China’s economic development,which encourages the entrepreneurial behavior of college students to solve their own employment problems and help new enterprises to provide more employment opportunities but government services are inseparable prerequisites.At present,the government services exist many problems in college students’ entrepreneur.More importantly,the government’s policy is not perfect to develop college students innovation;public services need to be improved.In particular,financial services such as banks,financing institutions and credit guarantee institutions are not widely open to college students.In addition,entrepreneurship education and college students’ entrepreneurial capacity need to be improved.Whether it is the entrepreneurial atmosphere in the community or there are old ideas in entrepreneurial concept among college students.I believe that college students entrepreneurial ecosystem is necessary under the concept of the construction of a service-oriented government.Specifically,there are the two-way collaboration system;support platform system;organizational security system and mechanism security system.In two way collaboration system,service government should perform its basic function and strengthen more in financial support and entrepreneurship education;in support platform system,service government shouldprovide public service and construct graduates entrepreneurship platform;in organizational guarantee system,government responsibility should be consolidated with administrative efficiency improved to turn into a government with performance;in security mechanism system,service government should work on optimizing service mechanism for a higher service capacity.
