Study On The Government's Duty Performance In The Treatment Of Rural Civilian Bulk Coal In W County,Shandong Province

In recent years,China's regional air pollution is becoming more and more serious.The haze management is highly valued by the state.Coal pollution is the main source of large-scale air pollution in winter in North China,especially the scattered burning of raw coal at the junction of urban and rural areas.Civilian bulk coal consumption is small,but its pollution accounts for a large proportion.Therefore,the control of scattered coal in rural areas is of great significance for improving air quality.As a public power sector,the government should play a role in the control of loose coal in rural areas.There are five main functions of the government in the treatment of scattered coal in rural areas.That is to formulate macro policies and regulations and technical standards,strengthen the top level design,establish a government responsibility system,ensure the smooth operation of the management of the coal powder,guarantee the financial input,strengthen the government's supervisory function,guide the active participation of the social subjects and play the synergistic role of many parties.Starting with the related concepts and theoretical basis of the management of coal powder and government functions,this paper makes a comprehensive analysis of the government functions in the management of civil coal scattered coal in W County,Shandong province.Through field investigation,special interview and questionnaire and so on,we have a deep understanding of the situation of farmers' civilian coal management in W county and the real situation of its government functions.It points out that the existing problems are the imperfect system of policy standards,the unclear allocation of authority and responsibility,The supply of clean briquette is difficult to guarantee,Market regulatory mechanism has not been established and Ignoring social participation.Then the main reasons for the analysis of the problems are defects in policy making,the lack of resultant force in the department's functions,the insufficient guarantee of the government supply system,the establishment of the market regulatory mechanism,and the imperfect participation mechanism of the multiple parties.Finally,the government functions in the management of the coal scattered coal in the rural area of W county are scientifically positioned,and the measures to be taken to give full play to the government's functions are put forward,that is,to improve the policies and regulations and technical standards,to scientifically plan the government's top level design and the responsibilities of various departments,to ensure the effective supply of clean briquette and to give full play to the government.And social supervision role,mobilize the whole society to participate in the initiative.The study of this paper is of practical significance to the treatment and control of the air pollution caused by the burning of coal in other parts of China in winter.Through this study,it is hoped that the community and government departments should attach great importance to the air pollution caused by the burning of coal,and strengthen the management of civil coal dispersion in rural areas.
