Research On Campaign-style Governance In Grass-roots Law Enforcement

For a long time,China's national governance has mainly focused on the conventional governance under the bureaucracy,but the weaknesses and drawbacks of the bureaucracy itself often lead to organizational failure.Campaign-style governance is to cope with the failure of the bureaucracy.After the founding of New China,especially since the reform and opening up,the contradictions and crises of the state governance have become more and more prominent because of the continuous emergence of new problems and contradictions regardless of the expansion of the scale of state governance.Campaign-style governance is used more and more in national governance.It is more prominent,in grass-roots governance campaign-style has almost become a "jack of all trades".Supervision and law enforcement in grass-roots increasingly rely on campaign-style governance to achieve various goals and tasks.Campaign-style governance should not be advocated.This has basically reached a consensus in academia.But we have to admit that the existence and significance of sport governance will exist for a long time before the weaknesses of the bureaucracy can not be overcome,or before the emergence of a new regulatory system.This paper takes a number of different types of campaign-style governance of W County Food and Drug Administration in 2017 as the research object and analysis of the reasons for the existence of campaign-style governance,the actual effect and impact of campaign-style governance,especially the impact of grass-roots law enforcement,law enforcement environment,law enforcement object.Then it further proposes how to turn to conventional management.The campaign-style governance is not in line with our country's rule of law.Based on the analysis of the causes,effects and effects of the movement-style governance,this paper ponders on the path of grass-roots law enforcement.The campaign-style governance is to overcome the failure of conventional governance.To turn to bureaucratic conventional governance,we should learn from some practices of campaign-style governance and fix it with system to form a stable governance model.The problems of grass-roots governments,such as insufficient motivation,poor communication and coordination,and irregular law enforcement,need to be solved urgently.The government needs to enhance its flexibility and creativity and adapt itself to the development needs through continuous reform.Law enforcement at the grass-roots level has never been an isolated issue.The progress and development of the whole country at all levels complement each other,especially the building of democracy and the rule of law at the grass-roots level.We need to explore a new model of law enforcement at the grass-roots level,the government should reform,and at the same time play the role of the society and the market,and promote the healthy and orderly development of grass-roots economic and social.
