The Obstacles And Transformation Of Local Government's Campaign-style Governance

As a governance model with Chinese characteristics,campaign-style governance is an important means for the government to concentrate on solving unexpected problems and social governance problems.Although it can reach a magnificent and dominant accomplishment in a short terms,it has a unique trigger mechanism and operational processes.Under the background of the Chinese government's request for modern governance system and modern governing ability,the campaign-style governance of local government need a modern transformation immediately.In July2019,the G district government started a campaign of comprehensive improvement for urban environment by using the model of campaign-style governance,in order to be prepared for the coming of the 11th Traditional Ethnic Minority Sports Meeting of China and the celebration of the 70^th Anniversary of National Day of the People's Republic of China.Although the political task is completed outstandingly,many disadvantages of campaign-style governance were revealed,and will have negative impacts on long-terms social governance.This paper is based on the frame of literature review—theoretical analysis—case analysis—suggestion,studies on the campaign of comprehensive improvement for urban environment by using theoretical tools such as the theory of polycentric synergetic governance,through literature analysis,comparative research,field research and other methods,to give an objective evaluation on the achievements gained by G District.Appreciate the advantages of campaign-style governance,deeply analyze the disadvantages at the same time,pointing out that the weaknesses on governing system,guarantee mechanism and social mobilization is the reasons of the obstacles during this improvement for urban environment.On the basis above,this paper presents the point that the governance model of G district should transform into the polycentric synergetic governance.By introducing the advanced experience of the United States,Japan,Singapore and other Chinese cities in the field of social governance,I will explore the transformation of governance model of G District,and make feasible suggestions from different aspect.At last measures such as enhancing the construction of social governing mechanism,introducing market and social organizations to participate the process of social governing and leading citizens to act as a governing subject are proposed as the solution to the transformation of local government's campaign-style governance.
