| When conventional governance fails to accomplish organizational tasks effectively,grassroots governments often tend to adopt a campaign-style governance.So,how exactly is campaign-style governance mobilized? How effective is its governance?This study takes the habitat improvement action in Pu Cheng County as a case study and uses participatory observation and other methods to dissect the mobilization mechanism of campaign-style governance and its effects.The study finds that the process of habitat improvement in Pu Cheng County is divided into a regular improvement stage,a weak mobilization stage,and a strong mobilization stage.There are four types of mobilization mechanisms: resource mobilization,administrative control,reinforcement incentive,and public opinion pressure.The four types of mobilization mechanisms are used throughout the whole process of campaign-style governance,and have good effects on the five types of management projects: domestic garbage,ditch and pond sewage,private construction,dry toilet reform,and village appearance,but the mobilization mechanisms are different in different stages.In the strong mobilization stage,the campaign-style governance has different effects on different remediation projects,The project with the best effect is the village appearance improvement,followed by domestic garbage improvement and dry toilet reform,and the project with the least effect are private construction and pond sewage improvement.The cost of governance,resistance to work,and effectiveness cycle are the main influencing factors of the governance effects. |
