The Construction And Application Of The Index System For Evaluating Judicial Credibility Of People's Court

The judicial credibility of the people's court is the state of the public belief and trust to the court.It is formed during the process of exercising the public power by the people's court and its staff.The establishment of a system of evaluation indexes for judicial credibility of the people's court is helpful to grasp the overall situation of judicial credibility construction of the people's court,it is also helpful to provide data support for analyzing the trial situation,summarizing the trial experience,and improving the trial work.And it can provide reference for judicial reform.Firstly,based on the connotation and composition of the judicial credibility of the people's court,this paper expounds the basic theory of the evaluation index system of judicial credibility of the people's court.Then this paper takes Shanghai No.1intermediate people's court as an example to analyze the current situation of the evaluation of judicial credibility.On the basis of the analysis above,according to the purpose,completeness,operability,independence,significance and dynamic of constructing evaluation indexes,this paper builds the initial hierarchical model which involves 21 indicators.Based on the initial hierarchical model,a questionnaire was designed for the selection of indicators.Two indicators of lower importance were deleted and a hierarchical model was established.Then,based on the principle of Analytic Hierarchy Process,the judgment matrix is constructed,and the weight of each level index is calculated,the evaluation index system of judicial credibility of people's court is finally formed.Based on building up the evaluation index system,an empirical analysis of the judicial credibility of the high court of H province was made,based on which three suggestions were made in order to improve the judicial credibility of the high court of H province.by using the method of the empirical research,this evaluation index system has reasonable structure,accurate contents of indicators,proper measure.The final conclusion accords with the facts and realizes the evaluation purpose.This index system has practicability and extension.
