With the rural revitalization strategy put forward,the task of performance appraisal of township civil servants is also increasing day by day.The original appraisal method can no longer give civil servants an overall and objective appraisal.Therefore,it is imperative to establish a scientific assessment system suitable for township civil servants.Firstly,this paper analyzes the current situation of the performance appraisal of township civil servants in W County and points out the problems existing in the performance appraisal of township civil servants in W County,such as too general appraisal content and standards,unquantified appraisal indicators,biased appraisal method,incomplete appraisal subject,indistinguishable appraisal results as well as imperfect feedback and lack of external supervision.Secondly,this paper analyzes the deeper reasons.One is that the relevant law is not perfect,the other is the lack of modern performance management and the third one is the particularity of township government.Based on this,this research investigates the theories and cases of the performance appraisal of civil servants at home and abroad.Through the optimization of the performance appraisal system of foreign civil servants,such as the United Kingdom,the United States,Japan,and Singapore combined with expert consultation,questionnaire survey and personal interview,a better performance appraisal system of the government civil servants in W County has formed and determined as well as being tested.This new system mainly optimizes the current system from appraisal subject,appraisal indicators,appraisal method,appraisal standard and result feedback and so on,which is comparatively scientific,reasonable and effective,and to some extent,it will improve the personnel service level of township civil servants as well as improve the administrative effectiveness of township government.Certainly,this research can also provide meaningful reference for the performance appraisal of the grass-roots civil servants in other regions.
