In business administration,performance evaluation,as its mature theory and tool,is widely applied to various organizations including enterprises,and has been enriched and developed via application.It is beyond doubt that performance evaluation plays a conspicuous role in the effective allocation of human resources,realizing strategic goals of organizations and creating positive guidance.Performance evaluation also has certain reference value for the management of the public servant teams of our country.In recent years,XX town has introduced the system of public servant performance evaluation,but due to the inadequacies in terms of evaluation plan,process and result application,the operation of the performance evaluation system is not smooth,its functions are not complete,causing a pressing need for systematic optimization and perfection.Grassroots township governments are located at the lowest end of the administrative organizations of China,they are responsible for carrying out and implementing various guidelines and policies of the CPC and government,undertaking and carrying out the deployment of various tasks.After many major reforms,the functions of constructing service-oriented governments have been confirmed in towns and villages,their main service objects are the masses.With the increasingly highlighted importance of township governments,the work effect and performance of public servants in towns and villages,as the main force serving grassroots,will directly influence the development level of local society and the immediate interests of the masses.Under this condition,performance evaluation on public servants in villages and towns is an inevitable requirement in improving the work of public servants and pushing forward the development of villages and towns in a faster and better way.Given the above reasons,the paper has carried out research on the performance evaluation system of public servants of XX town.First of all,relevant theories on performance evaluation in business administration are reorganized and summarized,laying a theoretical foundation for subsequent in-depth researches.Secondly,throughquestionnaire survey and on-the-spot interview,problems existing in the performance evaluation system for public servants in XX town are tapped from various links such as the indices,procedures,feedback and result of evaluation.Thirdly,business administration theories are utilized to expand and establish second-level indices on the basis of the five first-level indices of morality,ability,attendance,performance and integrity with relevant knowledge about scaling method and expert evaluation method,analytic hierarchy process is introduced to reset the weight of the two-level evaluation indices.Fourthly,the performance evaluation system of public servants in XX town is optimized from the perspectives of organization,implementation,evaluation procedures,feedback complaint and result application.Finally,specific guaranteeing measures of public servant performance evaluation are proposed from perspectives such as strengthening performance evaluation organization and leadership,perfecting performance evaluation work mechanism,expanding the supervision and evaluation rights of the masses.
