The Generative Logic Of Collective Visit And The Countermeasures Of Governance

At present,China's economy is shifting from a stage of high-speed growth to a stage of high-quality development,with stable economic operation and increased downward pressure on the economy,leading to prominent social contradictions,which has led to an increasing number of letters and visits from various provinces and cities in recent years.From 2014 to 2017,the state bureau of letters and calls received a total of 556 public applications,up 164% year-on-year.Collective visit is actually the concentrated reflection of all kinds of social contradictions and social problems in our country.General secretary xi jinping pointed out in the report of the 19 th national congress that "" strengthen the construction of mechanisms for preventing and resolving social conflicts and correctly handle contradictions among the people " ".It is particularly important to properly manage collective visits,maintain social stability and satisfy the reasonable demands of the masses.Then,what is the current situation of collective visits in China,what are the high incidence areas,what factors affect the changing trend of collective visits,what are the main reasons for the formation of collective visits,and how to properly manage collective visits so as to avoid the occurrence of mass conflicts and satisfy people's demands.It is of great practical significance to study these problems.This study mainly adopts literature research method,interview method,typical case analysis method and comparative analysis method.This paper analyzes the collective visit cases in wugang city.This paper is divided into four parts.This part mainly introduces the research theory,research method,innovation and deficiency of domestic and foreign literature.The second part is about the current situation of collective visits in China,including the connotation,type and connotation of collective visits,analyzing the general characteristics of collective visits that are different from group events with problematic thinking,and analyzing the current situation of collective visits by applying sociological theories.The third part,the formation logic of group visit,takes the problem building of wugang city as the research field,and takes the problem building of shengshijia garden as the case study object,including the current situation of complaint visit of wugang city;Through data query and investigation,the specific reasons of the masses' petitions are understood,and the main features and causes of the collective visits are explored,and the changing trends of the collective visits are summarized.The fourth part,the effective countermeasure of controlling collective visit.This paper puts forward the countermeasures of prevention in advance,mediation in the event and safeguard afterwards,including perfecting the adjustment mechanism and balancing the rights and interests of each subject.Improve the expression mechanism to achieve four links;Grasp key nodes to avoid escalation of on-site conflicts;Attaching importance to the demands of the masses and improving the efficiency of communication;Flexible handling of the site to ensure public opinion reach;We will strengthen the work of the people and ensure that four measures are taken to improve the quality of life.We will improve the working mechanism of the government and combine the four aspects with the four aspects.
