Management Process Improving Of Henan Province's Going Abroad On Business Under E-Government Environment

With the development of information technology,governments around the world regard e-government and the use of big data as the main direction of administrative reform.Governments all over the world provide network services through the establishment of government service websites,in order to improve administrative efficiency and closely link enterprises and citizens.The request of "Internet plus" and the requirement of "one line through office" reflects our government's attention to the construction of e-government.At the same time,along with the development of economic globalization,our country further expands the degree of opening to the outside world,so as to speed up our province's integration of "one belt and one road" construction and "going out" and let more enterprises go out.The management of going abroad on official business provides more and more enterprises with the service of going abroad on official business.Its role has become increasingly important.At the same time,it faces the challenge of improving efficiency and innovation.It is of great significance to carry out information innovation in the management of going abroad on official business under the electronic government environment.The main purpose of this paper is to study how the provincial government can optimize and reengineer the management process by means of information technology under the environment of e-government construction,to achieve the goal of "more materials and fewer people running errands",to improve the efficiency of the management of going abroad on official business,and to speed up the integration of Henan Province.We will provide assistance to the construction of "one belt and one road" and the pace of "going out" to serve the economic and social development of Henan province.The paper adopts scientific research methods,including literature review,investigation and research,comparative analysis and case analysis.At the same time,government process reengineering is used as a theoretical tool.This paper mainlystudies the current situation of e-government development at home and abroad,and through the analysis of China's opening-up and the current situation of Henan province's management of going abroad on business,it finds that there is a low degree of informatization in the management of going abroad on business,and analyses the causes of the problems,with the help of the theoretical tools of government process reengineering.In the electronic government environment,how to improve the informationization level of the management of going abroad on business,optimize the processes of "task approval","passport processing","visa delivery" and so on,in order to achieve the innovation and efficiency improvement of the management of going abroad on business.
