| Creating national civilized city,which is one of the most practical and difficult and widely effective national brands,is a socially systematic project guided by government and involves the economy,politics and social development.Based on the theory of public governance and new public service,the paper takes the government act in creating the civilized city in Shantou on as the research object and analyzes the problems and the possible causes.Adopting the methods of literature analysis,case study and interviewing,the author focuses on the aspects of structure system and operation mechanism and puts forward the corresponding countermeasures.Firstly,the structure system and operation mechanism of government act in civilized cities are summarized.In the process of creating a national civilized city,the pattern of government act has undergone a transformation from omnipotent offside and absent to guided.This evolution includes the transformation of the role and function of the government in the process of creation of a civilized city in the country,that is,the government has become the leader of urban planning and industrial development,the input of public environmental construction,the regulators of public management agencies,and the supervisors of evaluation and construction effectiveness.Secondly,the paper has analyzed the government act of Shantou.Combined with the structural system and operating mechanism of government act,a series of government acts in Shantou has been analyzed in detail.Meanwhile,the causes of the problems have bcen explored,including unbalanced progress of dismantling actions,unbalanced management of traffic order,unbalanced comprehensive environmental remediation,unbalanced infrastructure facilities,unbalanced construction of long-term mechanisms,and unbalanced creation of standards.The study shows that the factors are involved:first,the policy executors lacks understanding of the policies;second,departments fails to cooperate with each other;third,some flexible government actions cannot achieve the expected results;forth,partial compulsory government acts lead to low acceptance by the public and overall quality of citizens are beyond satisfaction.Finally,the paper analyzes the countermeasures and suggestions for improving the government acts of establishing a national civilized city in Shantou.The author has put forward the specific suggestions for improvement from five aspects:updating the concept,improving the policy execution,perfecting security measures,encouraging the public participation,and establishing a long-acting mechanism.Combined with the local characteristics,the government acts of Shantou embody the essential attributes of the people-oriented government and is an important manifestation of contemporary service-oriented government act. |
