Research On Citizen Participation In The Process Of Creating A National Civilized City In S City

In China,"National Civilized City" is currently the title of the highest comprehensive honor of the city.S City has won the title of "National Civilized City"five times in a row,and has historically realized the whole area of "National Civilized City" and "full of fame".At present,S City is striving to crate "National model city of civilization".However,there are still many problems in the participation of citizens in the creation of "National Civilized City",which influence the effectiveness of creation.Therefore,it is urgent to improve the degree of participation and participation effect of citizens in S City.This study is based on "A Ladder of Citizen Participation","participatory governance",and "Theory of Planned Behavior".First,we conducted a survey of the citizens of S City in the form of interviews and questionnaires.In this way,the problems of citizen participation in the process of creating "National Civilized City" in S City are explored.The study found that there are some problems and negative effects in the participation of citizens in S City:citizens rarely actively participate in the creation of"National Civilized City",which affects the promotion of the work;the actual participation rate of citizens is relatively low,which increases the cost of creating a civilized city;the actual participation rate of citizens is low,which increases the cost of creating "National Civilized City";there are single channels for citizens to participate in"National Civilized City",and the development of themed activities lacks innovation;there are relatively few projects that citizens can participate in,resulting in insufficient supply of urban public services.Secondly,this study uses regression analysis to analyze the reasons for the lack of initiative,lack of sustainability,difficulty in ensuring effectiveness,and relatively few channels of citizen participation in the process of creating "National Civilized City":weak awareness of citizen participation,insufficient motivation for citizen participation,insufficient participation ability of citizens,and insufficient platform construction.Finally,based on the problem orientation,this study proposes strategies to enhance citizen participation in the process of creating "National Civilized City":create a strong atmosphere to enhance citizens’ awareness of participation;improve the guarantee mechanism for citizen participation to enhance the motivation of citizen participation;accelerate the construction of a civilized cultivation mechanism to enhance the participation capacity of citizens;strengthen the construction of civilized city positions and expand the channels for citizens’ participation.This study enriches the research results on citizen participation in the creation of"National Civilized City",and provides theoretical guidance for the practical work of"National Civilized City" creation.It is beneficial for government departments to take measures to promote more citizens to participate in the creation of "National Civilized City"better.It is conducive to enhancing citizens’ awareness of participating in the creation of "National Civilized City" and improving the level of civilization in S city.However,there are still shortcomings in the research,such as insufficient depth of research and insufficient support for viewpoints.Moreover,the samples analyzed were only for S city,without analyzing other cities in the same province or cities in other provinces.The innovation of the strategies proposed in this study still needs to be improved.The next step in research is to strengthen theoretical analysis,summarize other cities in the province,and propose innovative and inspiring strategies.
