With the rapid development of economy,a large number of people gather in the city,resulting in a large number of social problems,and the contradictions are becoming more and more prominent,which brings many problems and challenges to city managers.The 20th National Congress of the Communist Party of China proposed that the people’s cities should be built by the people and the people’s cities should be for the people,and the level of urban planning,construction,and governance should be improved.Comprehensive administrative law enforcement in urban management is an important measure for urban management reform.A process of power redistribution in which some or all of the administrative penalty powers independently exercised by multiple departments are centrally exercised by one department.In the process of promoting comprehensive administrative law enforcement reform,Fengqiao Sub-district of Suzhou City has accumulated many successful experiences,but it also faces some problems and challenges.It is urgent to study how to further optimize the comprehensive administrative law enforcement of urban management and improve the modernization level of grassroots governance capabilities.This paper takes Fengqiao Subdistrict,High-tech Zone,Suzhou City as the research object,uses theories such as collaborative governance theory,holistic governance theory and two-factor theory,and uses literature research methods,field investigation methods,comparative analysis methods,etc.,to try to explore how to strengthen urban management at the grassroots level Comprehensive administrative law enforcement.The article first inspects the current situation of comprehensive administrative law enforcement of urban management in Fengqiao Subdistrict,Suzhou City.Then it analyzes the problems and reasons of comprehensive administrative law enforcement in Fengqiao Subdistrict,Suzhou City.There are five main problems in the operation of comprehensive administrative law enforcement in Fengqiao Subdistrict:first,the legal status of comprehensive administrative law enforcement agencies in township streets is not clear;second,the system of comprehensive administrative law enforcement in streets is not completely straightened out;Fourth,the construction of comprehensive administrative law enforcement teams in the streets lags behind;fifth,the comprehensive administrative law enforcement procedures are not standardized.The main reasons are as follows:first,there is a lack of special laws for comprehensive administrative law enforcement;second,the reform of comprehensive administrative law enforcement is constrained by multiple interests;Lack of education and training.And based on the experience of comprehensive administrative law enforcement in other domestic cities,some countermeasures and suggestions for strengthening the comprehensive administrative law enforcement of Fengqiao Subdistrict are put forward:one is to promote the legal process of comprehensive administrative law enforcement;the other is to improve the comprehensive administrative law enforcement system of urban management;The third is to steadily promote the decentralization reform of district-level law enforcement authority;the fourth is to select excellent and strong comprehensive administrative law enforcement team members;the fifth is to standardize comprehensive administrative law enforcement behavior. |
