The Study Of The Public Sector Designated-area Poverty Alleviation In Targeted Poverty Alleviation

Eliminating poverty,improving people's livelihood and realizing common prosperity are not only the unremitting pursuit of the Communist Party of China to Remain true to original aspiration,forge ahead and realize the "two hundred-year struggle goals",but also the essential requirements of socialism.Since 1978,China has always put poverty alleviation and development on the important agenda of the Party and the government,as the primary project to improve people's livelihood.Through the nationwide large-scale poverty alleviation and development work,China has embarked on a road of socialist poverty alleviation and development with Chinese characteristics.In 2013,General Secretary Xi Jinping put forward the concept of "Targeted poverty alleviation" and carried it through to the whole process of poverty alleviation and development.He systematically answered the four core questions of "who to help","who will help","how to help" and"how to withdraw".Starting from this,China's poverty alleviation and development began to enter the new path of taking targeted measures to help people lift themselves out of poverty.In this process,as an important model of poverty alleviation,public sector targeted poverty alleviation not only perfects the large scale poverty alleviation pattern of special poverty alleviation,industry poverty alleviation and social poverty alleviation,effectively promotes the sustainable development of the economy and society in poor areas,made tremendous contributions to the cause of poverty reduction in China,but also has played an indispensable role in promoting the goal of building a well-off society in an all-round way.Ding ' an County is a provincial poverty-stricken county in Hainan Province.Although the poverty-alleviation work has achieved remarkable results over the years,the problems such as weak industrial base,high proportion of poor people and backward economic development are still outstanding,and the task of poverty alleviation is very arduous.This paper mainly takes the public sector's targeted poverty alleviation as an example to make an empirical analysis,through on-the-spot investigation,forum understanding,data comparison and other means for an all-round study of public sector targeted poverty alleviation situation.While affirming the remarkable achievements of the targeted poverty alleviation work in the public sector,this paper also points out that there are some problems in the current targeted poverty alleviation work,such as the inadequate implementation of public sector responsibilities,the imperfect construction of the targeted poverty alleviation mechanism,the inaccurate targeting and identification of the poor households,the lack of pertinence in implementing policies according to local conditions,the lack of long-term stability in the effectiveness of the targeted poverty alleviation work,and disequilibrium in participation and other outstanding issues.In view of these problems,this paper puts forward some suggestions,such as strengthening the sense of responsibility of the public sector,establishing and perfecting the working mechanism of the targeted poverty alleviation,perfecting the precise targeting mode of poverty identification,scientifically and rationally formulating assistance measures,consolidating the effect of poverty alleviation through "hematopoietic" assistance,and constantly strengthening the mechanism of joint participation of all parties.The purpose is to promote the public sector's targeted poverty alleviation work to make considerable progress,to lay a solid foundation for winning the battle against poverty,and to achieve the goal of building a well-off society in an all-round way.
