Research On The Development Path Of "State Run Private Operate" Social Organizations In Nanning

With the rapid development of China's economy and society,social contradictions have become increasingly prominent,the difficulty of social governance has further increased,the grim situation for social organizations to participate in social diversification of governance needs increasingly strong.For a long time,the establishment and development of China's social organizations have generally been through three ways:first,the government's functional transfer of the subordinate institutions,the use of administrative means to manage social organizations;second,in large-scale disasters or social hot issues under the gathering of funds and social forces of public welfare organizations or foundations;third,to safeguard the interests of groups.A social organization that promotes group communication and represents spontaneous voice.For Nanning City of Guangxi,because the social and economic development is relatively backward but social contradictions are also prominent,the existing weak social organizations can not meet the needs of social governance,through the traditional three ways can not in a short period of time to enrich the strength of social organizations.In this case,the Nanning Municipal Government adopted the financial,site support,through the operation of social forces,incubation and support of a number of social organizations have been developed rapidly,the number of social organizations and the number of employees in Nanning has increased significantly.Such social organizations can be called "state-run private operate "social organizations.This paper take Nanning"state-run private operate "social organizations for example,mainly through the field research method and literature method as the research method.Taking Guangxi Liangqing Social Work Service Center as an example,the author finds that there are some problems in "state-run private operate "social organizations,such as excessive dependence on the government,inefficient service delivery and insufficient self-development motivation.The main factors restricting the development of public-owned private social organizations are the insufficient management system and mechanism except the government externality.Besides perfection,it also lies in the lack of guiding ideology,organizational orientation,development ideas and credibility of the self-development of public and private social organizations.I put forward the corresponding countermeasures and suggestions:on the one hand,we should take the theory of social organization with Chinese characteristics as a guide and the theory of new public service as a reference to realize the benign interaction between social organizations and the government,deal with the relationship between the government to create a better externality,strive for the development of social organizations space;on the other hand,we should rectify our own position.To cater to the needs of the society,to enhance the professional level of the organization to win the credibility of the development of the organization to explore the endogenous driving force,and to truly work in the status of one of the main bodies of social governance for development.
