A Study On The Management Of Network Public Opinion Of Mass Incidents By Local Governments

In recent years,the occurrence of group events is becoming more and more frequent,which has a very negative impact on people's life and even social development.Group events will bring certain risks to the social development of our country,so the research on how to manage group events is always going on with the development of society.All kinds of factors will affect mass events,one of which is the public opinion of mass events.Nowadays,the network technology is developing very quickly,some network platforms such as WeChat,microblog,Post Bar will trigger the network public opinion,the development trend of the network public opinion will directly influence the development direction of the group events.Internet public opinion not only can In order to influence the development of group events,it can provide new possibility for the governance of group events.The research object of this paper is mass event network public opinion,taking"Hubei Xiantao waste incineration plant incident" as an empirical case,the evolution process of Hubei Xiantao waste incinerator network public opinion is analyzed.This paper analyzes the problems existing in the management of government public opinion before,after and after the occurrence of mass events.On the basis of analyzing the causes of these problems,this paper puts forward some countermeasures to the government to manage the network public opinion of mass events.This paper is divided into six parts to discuss.The first chapter mainly expounds the related concepts such as mass incident,network public opinion,local government,government credibility and so on,and introduces the relevant theoretical basis of this paper.Chapter two introduces the case of Hubei Xiantao waste incinerator,the second chapter introduces the case of Hubei Xiantao waste incinerator.This paper introduces the development of the incident of Hubei Xiantao waste incinerator and the evolution process of public opinion.The third chapter deeply analyzes the problems existing in the management of network public opinion in the event.The problems in advance mainly include that the right of citizen participation has not been effectively protected,and the supervision of false information on the network is weak.The problem in the matter is that the citizen's right to know is impaired.Harm,network public opinion in the government's "first Definer" situation failed to establish.The existing problems include imperfect government response mechanism and declining credibility of local government.The fourth chapter analyzes the causes of these problems,including the failure of the function of the official new media,the lack of cooperation between the two main responsible subjects:the issuance of official public opinion and the supervision of the public opinion.The dynamic information disclosure of group events is not completely complete,the government information disclosure is relatively lagging behind,the work of investigation and evaluation after the event and the trust crisis of citizens to the government are ignored.Chapter V:by drawing lessons from the United States and Germany on the management of public opinion on mass incidents by the government The experience mainly includes:further perfecting the laws and regulations of network information management,using network technology to monitor and warn public opinion,and local government unifying social forces to guide public opinion.The sixth chapter puts forward corresponding control countermeasures of network public opinion of mass events,including beforehand,during and after,mainly by perfecting the relevant system of protecting citizen's right to participate in advance,and improving the level of science and technology of the government's new media.In this case,to increase the disclosure of local government information,to implement citizens' right to know,to enhance the awareness of the government's responsibility for public opinion management,and to simplify the administrative examination and approval procedures;Establish network responsibility investigation and evaluation mechanism,improve the credibility of the government,reshape the image of the government.
