Research On How Local Governments Respond To Online Public Opinion In Environmental Mass Incidents

In recent years,all parts of our country are chasing economic development,and often ignore the environmental problems in construction.At the same time,environmental problems and the safety of people of various economic projects,if their demands from the normal channels can not express,tend to put pressure on the government by group events,in order to change the decision.The advent of the new media era in 2003 has led to the frequent occurrence of environmental groups in China,which has shown a more destructive and larger scale.And the local government in the face of environmental group incidents in the face of the phenomenon is not enough attention and insufficient response.As a result,a number of projects that benefit people have been trapped in the dilemma of "project protest stop",triggering mass incidents again and again,causing the public,local governments and enterprises to lose more.Therefore,focusing on the analysis of the local government on the environmental group event of network public opinion to break the environmental protection project "project-in protest to stop the cycle.Taking the mass incidents triggered by PX project as the research background,this paper first analyzes the characteristics of mass incidents in environmental protection based on the theory of four stages of crisis and public governance,and expounds the formation and influence of Internet public opinion in environmental group incidents.In 2014 the Guangdong PX project in Maoming as the research object,to explore the local government in crisis,emergency precursors,and measures of public opinion on the network continued calm stage,which is typical case summarizes and analyzes public opinion,to deal with problems arising.The fundamental reason analyzes this phenomenon.On this basis,the corresponding feasible and pertinent measures are put forward.It is hoped that through the research of the topic,it will play a positive role in the future work,and play a modest role in our local government's response to the public opinion on environmental incidents.In the process of research,the concept and characteristics of mass incidents in environmental protection are expounded by using the method of literature analysis.At the same time,literature review and analysis of the status quo of the research are the foundation for this research.At the same time,we use the method of literature analysis to study the mass incidents triggered by PX project.Based on the four stages of crisis theory and public governance theory,we first analyze the group time of environmental protection,analyze its background and influence.At the same time the environmental group events:the local government's response to the Internet public opinion is mainly to increase the degree of attention to the Internet public opinion,establish a sound early warning mechanism,and improve the information collection,tracking and release mechanism;where the reasons of network deficiencies in response to public opinion analysis.Finally,the environmental group events:local government proposals to deal with the network public opinion;mainly pay enough attention to the network of public opinion,the establishment of early warning mechanism of network public opinion;collecting,tracking and improving information release mechanism;strengthening the concept of service-oriented government,strengthen the participation of several measures of the public,I hope that through this study for the environmental group events:provide the relevant ideas of local government response to the network public opinion.
