Countermeasures For Local Governments To Deal With Unexpected Public Opinion

At present,our country is in the economic transformation,social transformation of the deep water area,various social contradictions prominent,combined with China's vast territory,complicated topography,natural disasters,emergencies increased year by year.In recent years,China's Internet has achieved rapid development,especially in the emerging network media,WeChat,micro-blog,and other news sites have a profound impact on all aspects of society,network media has become a public expression of public opinion,concentratedintelligence the main channel.After the outbreak of the incident,through the widespread dissemination of the Internet,the widespread participation of the public,discussion and the formation of the network of public opinion to a certain extent reflects the overall trend of society,sentiment and public opinion.However,the lack of effective emergency network public opinion in the "gatekeeper" situation is often reflected the non rational characteristics,which is not conducive to resolve the incident even worse emergencies,disruption of normal social order and bring great harm to the people's production and life.Although our government has taken corresponding measures to deal with emergency network public opinion,but due to lack of experience,the network environment is complex and changeable,emergency response measures emerge in an endless stream,the government appeared to be inadequate,therefore,how to effectively manage the emergency network public opinion has become the effective management of our government at all levels of society must answer.Through collecting,sorting,to determine the overall structure of the paper analyzes a lot of literatures;through the study and understanding of the basic theory defines the connotation and characteristics of emergency network public opinion,and from the butterfly effect theory,the spiral of silence theory and public governance theory from the perspective of the subject to research and analysis through;the recent and typical case analysis,explore actively explore the governance of emergency network public opinion on the current local government,analysis of deficiencies and the reasons of the lack of existence,try to put forward personal suggestion from four aspects: consciousness field,mechanism field,legal field and technical field.
