As a new type of business,ride-hailing platform mainly relies on the Internet to integrate data,and drivers and passengers use taxi software to obtain symmetric information for docking,so as to achieve passenger booking service.Currently,there are mainly two operating modes,C2C and B2C.It is the main practice of the sharing economy in China."developing the sharing economy" was put forward travel,travel,and with the help of Internet gradually realizing wis dom through the network about car manage the consumption patterns of Shared characteristics,can efficiently integrating the network platform,the owner,the car rental company,and the parties to the traveler resources,but the current government supervision idea and the new pattern have not achieve peaceful coexistence,asym metric information and path dependence of long-standing reason has brought the government regulation,this also is the government regulation in the future need to consider the important proposition.On July 28,2016,general office of the state council and the ministry of transport jointly issued "The Interim Measures for the Administration of Network Appointment of Taxi Management Services",and the network car was clearly defined,and the legal status of the network car was recognized for the first time.September 9,the ministry of transport and published "the taxi driver qualifications management regulations" and "cruise the taxi business service management regulation",net New Deal officially about car fall to the ground.Central from the network management rules about car was born to a series of documents released,network of local government about car monitor gives guidance and space,local governments have introduced is suitable for the actual local policy,in November 2016,the Dalian survey,this paper records and analyzes the current situation of the online car-hailing market in Dalian and the feedback of the new policy,and discusses the current problems and crux of the online car-hailing system in a targeted and in-depth manner,so as to find the feasible solutions and supervision paths.The first chapter of this paper introduces the significance,policy and realistic background of the research,and summarizes the domestic and foreign literature from three perspectives of market access,government regulation and connection with the sharing economy,so as to summarize the research status.The second chapter introduces the concepts of Internet car-hailing and government supervision,introduces the pyramid strategy in the theory of responsive supervision,and especially demonstrates the concept of responsibility of local government as the subject of supervision responsibility and the cultivation of governance ideas from the perspective of government supervision theory and governance theory.In the third chapter,typical questions are designed,and the drivers of the road traffic and transportation departments and several online car-hailing platforms are interviewed respectively.Questionnaires are issued to the online car-hailing consumers,and the data of the three parts of the questionnaire are analyzed,laying a foundation for the discussion of the main problems of the Dalian online car-hailing industry in the future.The fourth part elaborates from four aspects,including the deviation of the role of the government,the unreasonable platform supervision mode,strict access conditions,and the failure to achieve cooperation and normalization in the supervision mode of Dalian ride-hailing government.Lagging regulatory thinking,information deviation,path dependence,the disconnect between regulatory approach and actual demand are the corresponding reasons for the current management problems in Dalian.Aiming at these problems,this paper takes California and Shenzhen as the typical samples in chapter 5,which provides two mature experiences for the establishment of industry association and the design of regulatory platform.The sixth chapter,based on the related theories of network about car regulation and the problem,the author from the government clearly positioning,innovation,"the government GuanPing platform,platform classification management of vehicles and drivers" mode,the negative list mode,set up network about car industry association and government regulation design platform of network of Dalian government regulation is discussed about car monitor the improvement of the path.
