Problems And Tactics Of Opening Governmental Affairs In People’s Livelihood To The Public In Liaoning Province

Recently,as the research of the democratic process increasingly continues,the issue of opening the governmental affairs to the public expands its scope from singly opening the governmental file information to fully opening all the information of every field and link of the social and economic construction.It is highly meaningful for boosting the creativity of social administration、improving the livelihood and promoting the administrative efficiency.Serving the people,do a good job in the people’s livelihood areas of government affairs,it is the best entry point for the government affairs public service institutions to build a harmonious society and the specific performance of the people concerned about the well-being.Analyzing the problems of opening governmental affairs in people’s livelihood to the public in Liaoning province,this research tries to find the origin and explore the proper methods which fit for the reality of Liaoning province,hoping to better display the work of our livelihood.Based on the background of fully promoting the opening governmental affairs nationwide as well as the focus of opening the governmental affairs in people’s livelihood,the author of this study lists the problems that exist in the work in opening governmental affairs in Liaoning Province.Taking convenience for the people and high efficiency as the presupposition,the research proposes the corresponding solutions to the problems.In the literature review,the author generally summarizes the relative studies home and abroad,analyzes the study results in China and abroad,and illustrates the research methods and the innovation.First and foremost,starting from introducing the concept of opening governmental affairs,the researcher makes the theoretical analysis by applying the theories of opening governmental affairs and civil rights to know.What’s more,based on the basic information of the opening governmental affairs of Liaoning Province,the study illustrates three aspects:the systematization building and standardization building,and the realization the opening the governmental service.Furthermore,the study explores the reasons for the inefficiency of opening and realization of the idea,the incomplete management system,the inflexibility of the opening format,insufficiency of feedback,and then it states that it is the deviation of understanding the opening governmental affairs in the livelihood,the shortage of the corresponding opening standard,the asymmetry of the opening information and the need,the weak executive ability that cause the ineffectiveness of the opening governmental affairs in Liaoning Province.Last but not least,by building and perfecting the institutional mechanism,strengthening the public capability construction,encouraging the development of the opening governmental affairs in people’s livelihood,advancing the team construction in people’s livelihood,it aims to help promoting further development of opening governmental affairs.The innovation of the research lies in that,taking the frame of opening governmental affairs,the research focuses on better the public capability of people’s livelihood,and proposes the tactics of boosting opening the governmental affairs.The insufficiency of the study lies in the lack of the reference and materials,so the study can hardly make more comparative analysis and study.
