Research On The Problems And Countermeasures Of Implementing The Voting System Of People’s Livelihood Project In Sichuan Province

Report to the 20 th National Congress of the Communist Party of China points out that people’s democracy is the life of socialism and the innate meaning of building a modern socialist country in all respects.Whole-process people’s democracy is an essential attribute of socialist democracy.It is the broadest,most realistic and most effective form of democracy.In this article,it is put forth that The system of voting for deputies to People’s congresses for projects related to people’s livelihood(thereof Voting system)originates in the long-term mechanism of “solving real issues for the people’proposed by Chairman Xi during his work in Zhejiang,which serves as the effective vehicle of combining Party leadership,people’s running of the country and law-based governance.To integrate people’s democracy within the process of National People’s Congress’ s supervising duty,the vitality of National People’s Congress supervision and deputies’ performance of their duties is further enhanced,a vivid practice of transforming "running the country for the people" to "running the country by the people".In October 2018,Sichuan Province selected 2 cities,3 counties(cities,districts)and 2 towns to start the pilot voting system.In December 2021,Sichuan Province implemented the voting system at the county and township levels.As an advanced innovative system,it will inevitably meet some difficulties and problems in the process of promotion.This paper takes the cities,districts,counties and towns of Sichuan Province as the main research object,adopts the methods of literature research,case analysis,questionnaire survey and field research,and applies the theories of the whole process of people’s democracy,citizen participation and collaborative governance to comprehensively review the working process of the voting system in Sichuan Province over the past four years,and studies the theoretical and practical significance of the voting system.In this paper,13 cities such as Chengdu,Meishan,Ya ’an and Suining were selected for questionnaire survey,and the following five problems were summarized and sorted out: first,there was deviation in ideological understanding;second,the project was not beneficial to public welfare;third,the representative vote was "based on feeling";fourth,some projects could not be completed on schedule;fifth,the supervision and evaluation system was not perfect.The reasons are mainly reflected in four aspects: propaganda guidance,mechanism and procedure,department coordination and representative’s ability to perform their duties.By drawing inspiration from the experience of domestic advanced provinces and cities,this paper puts forward countermeasures and suggestions in three aspects: improve the political position,deepen understanding and understanding,improve the working mechanism,improve the quality and efficiency of voting,promote the formation of joint force and ensure effective implementation.
