Studies Of Tiexi District Of Shenyang To Purchase Home Care Services For The Elderly

Nowadays,China has entered the threshold of the aging,the problems of empty-nest,aging,and disability have been more and more seriously.The traditional ways,such as family pension and pension institutions cannot adapt to this trend.As the pilot district in Liaoning province,Tiexi district has explored on the purchase of home care services for the elderly to solve the problem of pension.Government procurement of services can not only transform government functions,improve service efficiency and quality,but also promote the healthy development of social organizations.To provide home care services better,many governments have a try on the purchase of home care services.In 2014,Tiexi of Shenyang District began to explore in this area,and became the only pilot of Liaoning province in 2016 to buy home care services.Currently,there are four home care service centers in Tiexi in total,including Jiuwei community of Xinggong sub-district,Yongshan community of Yanfen sub-district,Diyicheng community of Qilu sub-district and Jianxiu community of Xingshun sub-district.The paper is based on the theory of collaborative governance theory,with the research object that Tiexi district purchases home care service,using literature analysis,questionnaire and interview and case study.Some shortcomings are found and the thesis analyzes reasons on problems occur when the government purchases home care service.Finally,the paper gives some advice to solve these problems,such as perfecting relevant polices,improving the management and supervision mechanism,improving the purchasing service system,strengthening the support of family endowment service producers,etc.
