Empirical Study On CPPCC's Participation In Social Governance In Wuhua District Of Kunming

The 19 th CPC national congress made a major political judgment on socialism with Chinese characteristics entering the new era on the basis of in-depth research and analysis of the world situation and national conditions.With the changes of major social contradictions,China's social structure and economic structure are undergoing tremendous changes.New social strata are constantly emerging,and the interests of all aspects of society have entered a period of deep adjustment.As a result,social contradictions are more concentrated and intense.The change of economic foundation calls for the reform of superstructure.Therefore,the role of the party and the government in the governance of the country is undergoing a transformation,which is followed by the shift of social interest subjects from monism to pluralism,from a regulated society to a governance society,and from individual communication to two-way interaction.However,this is not only a formal change,but also a profound change of social politics.Therefore,while emphasizing the establishment of a sound system of social governance,the 19 th national congress of the communist party of China put more emphasis on improving the level of legal,professional and socialized social governance.The choice of The Times and the actual needs urgently require us to take effective measures as soon as possible and actively respond to various challenges and difficulties.As an important part of the country's governance system,the CPPCC has great influence in the country's political life.It has unique advantages and functions in coordinating the interests of different social strata,facilitating people's orderly political participation and promoting the construction of socialist deliberative democracy.Effective social governance requires the participation of the CPPCC.At the same time,promoting the modernization of the country's governance system and governance capacity has also provided a broad stage for the CPPCC to expand the space for performing its duties and enhance social influence.Only by seizing the historic opportunity and making innovations and practices,can the CPPCC fulfill its responsibilities.This paper first reviews the changes of the party's governance policies and expounds the positioning,functions,advantages and important significance of the CPPCC from the perspective of national governance modernization.Then,starting from the need to adapt to social governance,the paper emphatically expounds the unique advantages and functions of the three functions of the CPPCC in participating in local social governance.Taking the wuhua district committee of kunming as an example,this paper makes an empirical study on the ways,effects and effects of its participation in social governance.Then,through the concrete case analysis,the causes that restrict CPPCC's participation in social governance are traced to the root and analyzed deeply.Finally,it puts forward improvement measures from the three aspects of establishing and improving the security system,improving the working mechanism,and strengthening the CPPCC's ability to perform its duties,which will provide useful reference for the grassroots CPPCC to better play its role and accelerate the modernization of national governance capacity.
