Study On Practical Mechanism Of Grassroots CPPCC Participating In County Governance

The Third Plenary Session of the 18 th CPC Central Committee proposed to make efforts to modernize the national governance system and governance capacity.As an important channel of socialist consultative democracy and a specialized consultative body,the CPPCC is an important part of the national governance system and occupies an important position in the overall process of people’s democracy.As a fundamental component of national governance,county governance is an important breakthrough in helping to modernize China’s governance capacity.As a grassroots CPPCC organization,the county CPPCC plays a pivotal role in promoting the modernization of grassroots governance,and it is of great importance to study the practice of grassroots CPPCC participation in county governance in the new context of the times.This paper systematically elaborates on the concept of grassroots CPPCC participation in county governance.Through the elaboration and discussion of the theory of "state-society" relationship and the theory of consultative governance,it focuses on the inherent requirements and practical basis of grassroots CPPCC participation in county governance in the context of the overall requirements of the Party and the state for the CPPCC and grassroots governance in the new era.The analysis framework of "subject-relationship-resources" is constructed.Combining the literature and the analysis of relevant typical cases,the analysis distils the mechanism of CPPCC members sinking to the grassroots,the mechanism of consensus building and the mechanism of organizational empowerment for grassroots CPPCC participation in county governance.In the perspective of the analysis framework,it is found that the operation of the current CPPCC members’ sinking to the grassroots level mechanism is simplistic and formalised,and the awareness and ability of CPPCC members to perform their duties need to be improved;some grassroots CPPCCs have unbalanced sectoral settings,which to a certain extent weakens the full play of the consensus cohesion mechanism;the participation of grassroots CPPCC in county governance is yet to be innovated,some consultation results,some consultation results are not effectively transformed enough,and the organisational empowerment mechanism does not fully contribute to the improvement of governance performance.Theories such as identity and public service motivation can be used to analyse the reasons for the difficulties faced by the practical mechanism of grassroots CPPCC participation in county governance in the process of operation,and then to analyse the reasons for the difficulties faced by the practical mechanism of grassroots CPPCC participation in county governance from the "subject","relationship" and "resource" dimensions.The article then proposes suggestions for optimizing the practical mechanism of grassroots CPPCC participation in county governance from the dimensions of "subject","relationship" and "resources" : activating the intrinsic motivation of county governance by improving the quality of governance subjects,uniting the power of governance subjects by optimizing the setting of sectors,and implementing institutional arrangements by improving the construction of the external environment.Finally,the article extends and considers the better participation of the grassroots CPPCC in county governance from the perspectives of fit and necessity,aiming to bring into play the positive role of the grassroots CPPCC in the process of promoting the modernization of grassroots governance.
