Study On The Participation Of CPPCC Members In Local Social Governance In Binzhou City,Shandong Province

The People's Political Consultative Conference(CPPCC)is an important part of the national governance system and plays an important role in promoting the modernization of the national governance system and governance capacity.As the main body of CPPCC work,CPPCC members have obvious characteristics and advantages and should play an important role in social governance.However,in practical work,CPPCC members do not play a full role in participating in social governance,and there is great room for improvement.We should find out the restrictive factors that affect the role of CPPCC members in a timely manner,and study the Countermeasures in light of the actual situation,so that CPPCC members can play their advantages in participating in social governance and contribute to economic and social development.In this paper,we use the theory of social governance and deliberative democracy to analyze the advantages of CPPCC members in participating in social governance and the role they should play.The data of Binzhou CPPCC members participating in social governance in2017 and 2018 are collected and analyzed.The problems of less platforms,weak willingness,limited role and unsatisfactory use of results are found in Binzhou CPPCC members participating in social governance.After finding out the reasons for the problems,combining with the characteristics of CPPCC members and their advantages in social governance,this paper puts forward some improvement measures,such as guiding CPPCC members to participate in social governance,strengthening the construction of CPPCC members' ranks and individual capacity,adjusting and optimizing the composition structure of CPPCC members and the setting of boundaries,and improving the guarantee mechanism of CPPCC members' participation in social governance.
