With the introduction of office automation technology,government departments have begun to explore the e-government system.During the development of e-government systems,the electronic process of business processes has gradually replaced the traditional cumbersome process,and “paperless” will become the main way of information transmission between government departments.The openness of the network makes many hidden dangers in the transmission of electronic documents.In many cases,it is difficult to ensure whether the electronic documents are true,complete,whether they have been tampered with or not,and so on.It has become a technical difficulty in the development of e-government systems.In order to solve the above technical difficulties,electronic signature has emerged as an effective means of processing,and it plays an important role in the construction of e-government security.In the construction of a network of the e-government system of a SASAC,thesis adopts cryptography technology and completes the services of identity authentication,data transmission security and non-repudiation of the sender through digital certificates and digital signature technology.In the process of further analysis and research on the system,it was found that the electronic documents in the government department are mainly transmitted in the form of editable documents such as.doc or.docx and once the electronic documents need to be transmitted across units,they are mainly in the form of PDF documents.In this case,it is necessary to adopt an encryption technology that conforms to the actual application of the electronic document.This is also the innovation of this article:it uses a digital signature with time stamp and a dual-layer digital watermark embedding scheme.The first layer of digital watermark is mainly for unconverted into a signature.The security measures used in the image,and the second layer of watermark embedding technology is a secure transmission protection measure for conversion to PDF electronic documents.The above-mentioned design scheme adopted by the system can not only provide identity authentication for the electronic documents after stamping,but it also ensures the security of file transmission in the process of crossdepartment circulation and even protects the digital copyright of PDF electronic documents.
