Research On The Problem Of Democratic Centralism Under The Vision Of Long-term Governance

Democratic centralism is the fundamental organizational system and leadership system of the Communist Party of China,and it is also the core of the party's institution building.In accordance with the Marxist-Leninist theory of democratic centralism,combined with the experience and lessons of the construction of the Communist Party of China,the theory and practice of democratic centralism with Chinese characteristics have been formed,playing an increasingly important role in the political life of the party and the country.Perfecting the party's democratic centralism in the new era is of great significance to continuously improving the Party's ability to govern and lead,and is the institutional guarantee for the party to achieve long-term governance.This paper attempts to study the construction of democratic centralism based on the long-term governance horizon,and guides the problems existing in the implementation of democratic centralism,analyzes the causes of the problems and proposes the ideas and countermeasures to play the role of democratic centralism.This article is divided into four parts.The first part is the relationship between democratic centralism and the long-term governance of the Communist Party of China.There are three aspects:Firstly,the Chinese Communist Party's innovation and development of democratic centralism;Secondly,the influence of the Party's long-term governance for the implementation of democratic centralism,focusing on protecting the rights of party members,enhancing the party's vitality,coordination Inter-party relations,resolving contradictions within the party,standardizing the allocation of power within the party,and strengthening the supervision and restraint of power;Thirdly,the special importance of democratic centralism to the party's long-term governance is mainly discussed from the aspects of improving the party's ability to govern,safeguarding the party's scientific decision-making,safeguarding the unity of the party,and promoting the development of socialist democracy.The second part is the implementation and development of the principle of democratic centralism in the practice of the Communist Party of China.It mainly discusses the four stages of development of the party's democratic centralism since the Party was in power: normal development,tortuous development,restoration of development and healthy development.The third part is the problem that the Communist Party of China adheres to the principle of democratic centralism under the long-term governance conditions.We analyzefrom four aspects:First,there is a bias in the understanding of democratic centralism;Second,it is difficult to achieve organic unity in democracy and concentration,and some ones strengthen democracy and neglect concentration.Some one-sided reinforcement concentrates and ignores democracy;Third,there is a lack of scientific operational mechanism in the specific implementation of democratic centralism,manifested in the subjective and random nature of democracy,the simplification of democratic procedures,the lack of effective supervision mechanisms for democratic centralism,and so on;Fourth,the institutional system of democratic centralism needs to be improved.It mainly analyzes the lack of operational procedures and further enhances the institutionalization process of democratic centralism.The fourth part is to give full play to the role of democratic centralism in ensuring the long-term governance of the party.It is mainly discussed from four aspects:First of all,from the perspective of strengthening the theoretical education of democratic centralism and officials at all levels of party members,how to ensure the implementation of democratic centralism;Secondly,from the perspective of the specific system of perfecting democratic centralism,how to play the role of democratic centralism in ensuring the long-term governance of the party;Third,from the perspective of upholding and perfecting democratic centralism to enhance the party's ability to govern;Fourth,from the perspective of obeying the Central Committee and upholds its authority and centralized,unified leadership,it discusses how to play the role of democratic centralism in ensuring the party's long-term governance.
