Volunteer service gradually gets the wide attention from the Governments as a social cause.After hundreds of years of development,voluntary service has evolved from a purely religious charity service into a kind of extensive social service work which is organized by government,social organization and volunteer team.And legalization,popularization and community has become its develop trend.Although the volunteer service in China started relatively late,it makes certain achievements which includes the increasing of volunteer teams and volunteers,the improving of mechanisms,the expanding of the field of service after 20 years of development.However,with the advent of the Internet era,the form of volunteer service offline has been unable to meet the actual needs of voluntary organizations and volunteers.It is necessary to keep pace with the times including the innovating of the form of activities and organization,the broadening of the channels of communication,the innovating of registration,incentive and management.It can improve the efficiency of activities,the expansion of the impact of surface through Online To Offline.This paper takes the operation of 020 volunteer service model in Yongjia County as the study object,trying to analyze the new features of the voluntary service under the background of the Internet era and reflecting the current problems of volunteer service based on the theory of"government failure" and "voluntary failure".It offers a systematic summary of the problems in voluntary service,such as poor persistence,narrow field,low degree of social identity and provide analysis of the causes of the problems from legal environment,transformation of government function,network platform building,the internal management of voluntary organization,the construction of volunteering culture.The author tries to put forward the corresponding countermeasures from three aspects:the government,the voluntary organization itself and the society,which including to optimize the legal environment of volunteer service,to achieve the transformation of government function,to construct practical network platform,to establish a scientific management system,to form open and pluralistic financing channels,to develop sustained and effective strategic planning,to form fully inclusive volunteer culture,to set positive public opinion.
