Research On Promoting County Volunteer Service From The Perspective Of Social Governance

Volunteer service is not for profit for the purpose of voluntary contribution to time,skills,physical fitness,organized,and enhance the public interest of the service activities?County area volunteer service main activity area for the county,the population concentration of the township and the urbanization of the transformation of rural areas.In the county level to promote volunteer service work,need for the Government in the existing legal framework to actively implement and develop relevant volunteer service support and incentive policies,create an environment conducive to the development of volunteer work,to guide,support and standardize the orderly,sustained and effective activities of volunteer service organizations.In the perspective of social governance innovation,social organizations,including voluntary service organizations,are effective partners in government governance,are one of the multiple subjects of social governance,and are the new force to promote the transformation of government functions and social governance system.This paper analyzes the transformation of the social management model in the process,there are four changes in volunteer service,that is,the nature of volunteer service from good to good governance to public governance,volunteer service development model from top to bottom to the political and social cooperation,volunteer service organization of the operating mechanism from the incomplete structure to the standard management change,the culture of volunteer service from the noble character to the citizen responsibility change.Taking Yuyao as an example,this paper investigates the current situation of county volunteer service work,and analyzes the problems and reasons of current county volunteer service.Based on the reality that China's "strong society" is far from being put forward,it is proposed that under the framework of the rule of law,under the guidance of the government,the cooperation between volunteer service organizations and government will gradually adapt to the requirements of social governance and fully volunteer Services in the friendly and mutual assistance,to promote the traditional role of civilization and as the main body of governance integration of social resources to participate in grass-roots governance role.This paper puts forward the countermeasures and suggestions to promote the development of county volunteer service from the four dimensions of government strategy,governance mode,volunteer organization and volunteer culture through the in-depth study of the problems existing in the county volunteer service and the volunteer service organization's own development.In order to promote the status of volunteer service from the marginalization of the supplement to the main force of governance changes,to explore the owners of the Committee to run an effective mechanism,and by extension,the county some of the mass groups to public welfare organizations to operate feasibility and necessity.
