Research On The Government Functions Of Collective Management Construction Land In Dali City

In recent years,with the accelerating urbanization process,the demand for urban construction land has surged,while rural construction land has experienced a large amount of idleness.Some rural land resources have not been used efficiently,and rural land private circulation has occurred frequently.Greatly harmed the interests of farmers and the state.This year's No.1 Document of the Central Committee emphasized the need to promote a new round of rural reforms with the reform of the land system,and deepen the reform of the rural land system as a new kinetic energy and new engine for rural revitalization,and further release the vitality of rural development.Collectively-operated construction land can effectively alleviate the pressure of urban construction land,use rural land resources efficiently,reduce the gap between the rich and the poor between urban and rural areas,and enhance farmers'sense of well-being and happiness.The central government has carried out several rounds of large-scale administrative system reforms,in which the transformation of government functions is the core and foothold of the reform of the administrative system.The government entered the market in rural collective construction land,changing the role of former leaders and commanders,and transforming into supervisors and service providers.It has played the role of social management function,market supervision function,providing public goods and services,regulating social distribution and organizing social security.promoting the establishment of social service system and protecting ecological environment and natural resources.The center of this paper is the government function in the process of rural collective construction land use.This paper takes the theory of government functions at home and abroad,the theory of new public service.,the theory of governance and good governance as the theoretical support.taking Dali City of Yunnan Province as an example,mainly through the methods of normative analysis,data analysis,investigation and analysis,and comparative analysis,to Ximen Village of Dali Town.Taking the Stone Village of Haidong Town as an example to analyze the main contents and practices of the Dali City market entry pilot,and then further analyze the experience and achievements of the government functions in the reform of the agricultural land entering the city in Dali,and the government functions influencing the reform of the agricultural land entering the city in Dali.Constraints.On this basis,four suggestions for optimizing the government functions of agricultural land entering the market were put forward,giving full play to the functions of land use management and strictly adhering to the bottom line of farmland entry value;clarifying government functions and transforming the role of government;strengthening government public service and supervision and management functions;respecting National customs and the protection of national culture,with a view to providing some reference.
