Legal Investigation On The Protection And Development Of Bingling Cave-Temple

China's long history has created countless world-famous cultural heritages.Local tourism authorities are paying more and more attention to the protection and development of local cultural heritage resources in order to provide broad prospects for tourism.The continuous advancement of society has made culture play an increasingly important role in promoting economic growth.As a prerequisite and foundation for the development of cultural industry,cultural resources can meet the needs of the public for a better life.The “protection-based,rational use” cultural heritage resources have become the main path in the field of cultural heritage in China,and have become a common model for local governments to develop tourism culture industries.Based on this,this article takes the Bingling Cave-Temple and its tourism cultural resources as the research object,and proposes the legal perfection for the protection and development of the Bingling Cave-Temple and its contained tourism cultural resources.The full text is divided into four parts.The first part mainly introduces the excavation history and existing features of the Bingling Cave-Temple,and displays the remains of cultural relics in the past 1600 years,laying the foundation for the protection and development of the later recitals.The second part details the development process of the Bingling Cave-Temple since the establishment of the cave,as well as the historical,artistic,scientific,social and other values embodied in the development process.At the same time,there is the development of scenic infrastructure in the development process.Insufficient construction,unclear development subjects,lack of overall planning for the development of tourism cultural resources,and single product issues.The third part introduces the protection and deficiencies of the tourism resources of the Bingling Cave-Temple,including the legislative enlightenment brought by international documents,the national level legislation,the local legislation of Gansu Province,and analyzes the basic protection of protection.Lacking of advanced cultural relics protection technology and low awareness of the protection of relevant personnel.The fourth part is also the key part of the article.It analyzes the legislative concept,content,technology and legal responsibility of the Regulations on the Protection of the Grottoes of Bingling Cave-Temple in Gansu,and combines the shortcomings in the development process of the Bingling Cave-Temple.Suggestions for legal improvement are proposed in terms of protecting cultural relics resources and developing tourism cultural resources.As the world cultural heritage,Bingling Cave-Temple belong to the wealth of all mankind.The Gansu Provincial Legislature should further improve the Regulations on the Protection of Bingling Cave-Temple.Relevant subjects must carry out protection work in strict accordance with the law.In the development of tourism cultural resources,the local government should,in light of the characteristics of the surrounding areas,clearly develop the overall plan from the legislative side,develop in strict accordance with the law,and “reasonably develop” under the premise of “protection first”.
