Study On Government Behavior In Coordinated Development Of Weihai Port And City

Port is not only an important engine for urban economic development,but also an important driving force for regional economic development.In recent years,with the continuous expansion of ports and cities,there is a phenomenon of unbalanced development between ports and cities,which hinders the coordinated development of ports and cities.This paper firstly summarizes the research status of the coordinated development of port-city at home and abroad,as well as the research ideas of this paper.This paper theoretically interprets the problems existing in the coordinated development of port-cities,deeply analyzes the current situation and defects of the government behavior in the coordinated development of the ports of Weihai city,then probes into the role of the government in the coordinated development of the port and city by using the theory of government governance,resource integration,externality and sustainable development.Secondly,taking the current situation of coordinated development of Weihai port and city as the research object,and based on its contradictions and conflicts,this paper will analyze the development bottleneck it faces.It is believed that the unreasonable administrative system,unclear role of the government,imperfect legal system and short-term behaviors of the government under the assessment system lead to the lack of planning for the coordinateddevelopment of Weihai port and city,unreasonable allocationof resources between port andcity and seriously negative externalities.Finally,by drawing on the advanced experience of-port city development at home and abroad,the paper puts forward the government behavior optimization plan for coordinated development of Weihai port and city.It is believed that the government should reposition its role and accurately define its functions,so as to achieve" no offside","no dislocation,and "no vacancy".In addition,the government also need to reconstructthe concept of port city development,innovate management mode,accelerate theconstructionof port-neighboring industrial estate andpromote industrial transformation and upgrad,so as torealize the reasonable resources' allocation and promote the coordinated development of port and coast city.
