The nineteen Party of the party has made clear that it is necessary to build a beautiful China and provide more quality ecological products to meet the people's growing needs of the beautiful ecological environment.Now,through the exploration of theory and practice,building an ecological city has become an important trend to achieve green development and meet the needs of people's ecological environment.Especially in recent years,attention has been paid to building eco city at home and abroad.The construction of eco city should be regulated and planned by the government at various levels such as environment,resources and economy.All these tests the government's governing capacity and management level.Therefore,the readjustment and positioning of the government functions is an important guarantee to meet and promote the construction of ecotype city.The mode of guiding government function is a new mode of function development since the reform and opening to the outside world,which has been set up by our government in practice.It comes from the reality of our country,and it also embodies the trend of historical development.It is the concrete path of the government in the construction of ecotype city.Based on the bas:ic theory and the achievements of scholars at home and abroad,the article analyses the new eco city(Tianjin)as a replicable,advisable and propagable eco city of national strategy.The analysis considers that there are many problems of the government guidance function in the construction of ecotype city,especially the low management level,the undefined function,the limit support and participate function and the single participants for urban construction,and the comprehensive,efficient and applicable mode of guiding government function has not been established yet.These are not suitable to the request raised to a service-providing government by the new epoch,which will hamper and restraint the build and the development of an ecological city.Through the analysis of the reasons,the specific strategies,such as enhancing the awareness and ecological responsibility of the government,strengthening the ecological legal construction,perfecting management system and making the eco city pattern of multi-management subject,etc for establishing and optimizing the mode of guiding government function are put fonvard.
