The Study On The Conflict And Synergy Of The Reform Of "Delegating Power,strengthening Regulations And Improving Services" In Dongying City

In the new era,as an important part of deepening reform of China's institutions and administrative system,the reform of "delegating power,strengthening regulations and improving services" is the first move in transfocharacter rmation of government functions.Meanwhile,it is of great significance to optimizing the business environment and building a service-oriented government with the of satisfying the people.With the development of China confronting the increasingly more complicated and severe situation inside and outside China and the increasing downward pressure on the economy,the traditional economic development model hasn't met the developing needs any more.Therefore,we must accelerate the transformation of government functions and the reform of "delegating power,strengthening regulations and improving services" to stimulate endogenous driving forces for economic and social development.Since the 18th national congress of the communist party of China(CPC),the reform of "delegating power,strengthening regulations and improving services" has been gradually accelerated,which has gone through the process from simple"streamlining administration and delegating power" to "combination of delegating power and strengthening regulations driven by two wheels" to "unified and coordinated promotion of delegating power,strengthening regulations and improving services".At the same time,in his report to the 19th national congress of the communist party of China(CPC),General secretary Xi Jinping said the government should "transform its functions,deepen the process of streamlining administration and delegating power to lower-level ones,innovate ways of supervision,enhance its credibility and implementation,and build a service-oriented government satisfied by the people." This puts forward higher requirements for the reform of "delegating power,strengthening regulations and improving services" in the next step.While implementing higher-level governments' policies,all local governments in China are also exploring the reform mechanisms and models of "delegating power,strengthening regulations and improving services" to meet the local situation.The coordinated promotion of the reform is not only required by the higher-level governments'policies,but also the inherent demands of building a service-oriented government.However,in the process of promotion,the reform of "delegating power,strengthening regulations and improving services" is still confronted with such problems as insufficient internal and external coordination and strong conflicts,which restrict its effectiveness.Therefore,the topic on how to better deal with conflicts of"delegating power,strengthening regulations and improving services",giving play to the "synergistic effects",and improving its overall effect,is much more worthy.This article is based on the seamless government theory,the polycentric governance theory and integral government theory to analyze the implementation of the reform of delegating power,strengthening regulations and improving services in Dongying city under the method of interviewing,comparative analysis and case study method and so on.It is aimed to demonstrate the actual situation of the reform and the main achievements in Dongying city,reveal strong conflicts between three levels of the reform and find the lack of public participation and less sense of gain.With the reference to the excellent experience from Zhejiang Hangzhou and Jiangsu Suzhou,we gain the enlightenment of completion of public affairs at most once,establishment of "Internet Plus Government Services",enhancement of supervision,establishment of the administrative examination and approval service,jointly checking and approval process of the investment construction projects,reinforcement management of intermediary institutions,foundation convenient rural service center,and the"3550" reform.Meanwhile,it puts forward the advice such as the foundation of"people-centered" thought,construction of integral organization and institutions,strengthening policy coordination,getting through the reform in three miles,enhancement of supervision.
