| Since the 18 th CPC National Congress,the CPC Central Committee has made arrangements for the new central government to accelerate the transformation of government functions,put forward new requirements,and adopted a series of major reform measures,which have yielded positive results.In 2016,The State Council made it clear to comprehensively promote the reform of“Delegating power,Improving regulation,and Upgrading services”.After the 19 th CPC National Congress,the reform of “ Delegating power,Improving regulation,and Upgrading services”was further promoted.In 2018,the Ministry of Public Security issued 《Measures for Public Security Traffic Control Departments to Further Deepen the reform of“Delegating power,Improving regulation,and Upgrading services”and improve the facilitation of Traffic Control Services 》,taking "doing it immediately,doing it online,doing it nearby and doing it once" as the main purpose of the reform.With the development of the road network in our country,the number of car and drivers has been increasing year by year.The contradiction between the increasing service demand and the limited police resources is becoming more prominent.The work efficiency and service quality of public security traffic departments have attracted increasing attention from the public.Against the background of promoting the“Delegating power,Improving regulation,and Upgrading services”reform in public security traffic management nationwide,this article takes the traffic management detachment of the Baotou Public Security Bureau in Inner Mongolia as the research object.By combining literature research,case analysis,questionnaire survey,and interview methods,this article analyzes a case study of the independently designed,developed,and operated traffic intelligent pavilions in the Baotou traffic management“Delegating power,Improving regulation,and Upgrading services ”reform process.Based on theories of new public services and service-oriented government,this article elaborates on the measures and effects of the Baotou traffic management “ Delegating power,Improving regulation,and Upgrading services”reform,and analyzes the problems caused by insufficiently precise reform measures,insufficiently deep delegation of business,insufficiently strict business supervision,and gaps in service levels during the implementation of the reform policies.The article deeply analyzes the reasons for the existing problems and proposes an optimization path from the perspectives of coordinating and optimizing the simplification of administration and delegation of power,strengthening and improving the combination of streamlining administration and delegation of power,and upgrading and optimizing services.As part of the“Delegating power,Improving regulation,and Upgrading services”reform at the Traffic Management Detachment of the Baotou Public Security Bureau,the intelligent traffic kiosk,as an important achievement of independent design,development,and operation,provides more intelligent and convenient services for traffic management,greatly improving the efficiency and service quality of the public security traffic management work.According to questionnaire surveys and interview results,the deployment of the intelligent traffic kiosk has significantly improved the service capability of the Baotou Public Security Traffic Management Department,and has also received good social feedback.Through the intelligent kiosk,citizens can complete vehicle inspections,violation processing,and driver’s license applications at their doorstep,without having to go to the traffic management hall,greatly reducing the time required for these tasks and improving service efficiency.At the same time,the intelligent traffic kiosk also has multiple functions such as intelligent identification,real-time monitoring,and remote command,effectively reducing the work burden of traffic management officers and improving work efficiency.However,there are also some problems in the implementation of the "streamlining administration and delegating powers" reform.Firstly,the reform measures are not detailed enough,lacking detailed implementation plans and operational guidelines.Secondly,the delegation of powers is not deep enough,and coordination and cooperation between different departments still need to be further improved.Furthermore,the business regulation is not strict enough,and there are some instances of illegal operations in some service windows.Finally,there is still room for improvement in service levels,and the service facilities and quality in some areas still need to be further improved.To solve the above problems,this article proposes the following optimization paths.Firstly,it is necessary to further coordinate and optimize the delegation of powers,clarify the responsibilities and authorities of various departments,and further deepen the "streamlining administration and delegating powers" reform.Secondly,it is necessary to strengthen and improve the combination of streamlining and regulation,strengthen supervision and management of service windows,and improve service quality.Finally,it is necessary to upgrade and optimize services,further improve service facilities and quality,and meet the diversified needs of citizens. |
