Research On The Reform Of Relatively Centralized Administrative License Right In S District Of Shandong Province Under The Background Of "Delegating Powers,Enhancing Regulation And Improving Government Services"

Deepening the reform of "delegating powers,enhancing regulation and improving government services" is an important measure to continuously deepen the reform and opening up and improve the business environment.Therefore,the central government and local governments at all levels of provinces,cities and counties should change their ideas,focus on changing government functions,optimizing government services and improving people’s satisfaction,change the government’s long-standing role as a manager in the market economy,and focus on improving the government’s service functions.In this context,local governments actively explore the path of innovation in the reform of the administrative approval system,launched a relatively centralized administrative licensing reform attempt.In 2018,Shandong Province requires all cities and counties（cities and districts）to set up administrative examination and approval service bureaus in an all-round way to carry out the reform of relatively centralized administrative permission within the province,which has become an important exploration of the reform of administrative examination and approval system.In accordance with the reform requirements,Shandong governments at all levels have continuously innovated the administrative examination and approval mechanism,and the quality and efficiency of administrative examination and approval services have been significantly improved.However,with the deepening of the reform,some difficult problems such as the absence of top-level design and the poor connection of audit and management have become increasingly prominent,which affect the further promotion of the reform.According to the contradictions,difficulties and omissions in the process of the reform of the relatively centralized administrative license right,this paper explores the path of the local government to continuously and deeply promote the reform of the relatively centralized administrative license right,which can provide some reference for the future reform.Under the background of "delegating powers,enhancing regulation and improving government services",this paper selects the reform practice of relatively centralized administrative license in S district of Shandong Province as the research object,and uses the methods of case study and comparative analysis to sort out the following problems in the reform of relatively centralized administrative license in S district of Shandong Province: first,the absence of top-level construction and related supporting systems;second,the imperfect definition standard of centralized approval items,Third,the connection mechanism between audit and management is not perfect;fourth,the information island is still difficult to break.The reasons include the uncoordinated decision-making mechanism,the lag of laws and regulations,the interest of all parties,the traditional supervision concept and the "Internet plus government" construction.On the basis of learning from the experience of advanced countries and regions at home and abroad,this paper puts forward the following countermeasures: first,improve the top-level mechanism system design;second,scientifically standardize the centralized reform of examination and approval matters;third,build a perfect connection system of examination and management;fourth,promote the construction of government service platform and data sharing.Under the current background of "delegating powers,enhancing regulation and improving government services",this paper studies and promotes the reform of relatively centralized administrative license,improves the applicability of relevant research results in the new era,and the research conclusions help to better guide and promote the reform,which has reference significance for other regions..
