| Under the unified tone of "The Reform of Streamlining administration,Delegating power,Strengthening regulation and Improving service",Zhejiang Province took the leading role in launching the "Four Lists and One Network" initiative in China to release more new momentum to the market.This initiative was subsequently transformed and upgraded into the "run at most once" reform,which is broader,faster,and more efficient.Taking this reform as the main starting point for "The Reform of Streamlining administration,Delegating power,Strengthening regulation and Improving service",it has continuously promoted the reform process and achieved an abundant "Zhejiang experience".As a pioneering region in the country’s reform and opening up and the practice base of socialism with Chinese characteristics,Wenzhou actively responds to the call for reform and takes it as the key assessment content in the annual work report of Wenzhou Municipal Government.However,according to the statistics of unified government affairs consulting report complaints platform,Wenzhou government still has a large number of letters and visits,and the satisfaction rate of the citizens is low.It means that the reform needs to be further implemented and improved,especially the social security service,which is the key content of people’s livelihood,and it directly related to the public’s evaluation of the government service level and determines the level of the public’s sense of gain.This paper is based on the actual situation of the social insurance service reform in Wenzhou,and it combined with the reform practice of "The Reform of Streamlining administration,Delegating power,Strengthening regulation and Improving service" in Wenzhou.It conducts the comprehensive analysis of the application of the "The Reform of Streamlining administration,Delegating power,Strengthening regulation and Improving service" reform in local social security services in Wenzhou from the implementation of Wenzhou’s "The Reform of Streamlining administration,Delegating power,Strengthening regulation and Improving service",the situation of Wenzhou’s social security services before the reform,the status of Wenzhou’s social security services after the reforms,and the results of social security services in the context of the current reform.The methods of literature review,survey interview,and case study are used by this study to address questions from three dimensions: service strategy,service system and service personnel,and the causes of the problems from the perspective of the reform of "The Reform of Streamlining administration,Delegating power,Strengthening regulation and Improving service" are further analyzed.The causes include imperfect top-level design,obstacles in the management system,inadequate decentralization of approval authority,imperfect performance evaluation,inconsistent handling standards,low degree of coordination and linkage between departments,immature digital platform advancement,and unreasonable personnel structure.Subsequently,based on the mentioned problems and the reform requirements of "The Reform of Streamlining administration,Delegating power,Strengthening regulation and Improving service",this paper proposed countermeasures to optimize social security services,including reforming the approval management system,continuing to streamline administration and decentralization,upgrading service systems,accelerating the construction of smart human society,strengthening service teams,strengthening supervision during and after the event,improving internal incentives and external communication mechanisms.This paper discussed these aspects elaborately,aiming to solve the current practical problems,maximize the effectiveness of Wenzhou’s social insurance services,leading to in-depth implementation of and long-term effectiveness of the "The Reform of Streamlining administration,Delegating power,Strengthening regulation and Improving service". |
