Study On The Multiple Governance Of Elderly Care Services In Dikou Subdistrict Of Jinan City

With the development of economy and society,community governance develops from one-way to multi-way governance.Multiple governance in community governance refers to the government,enterprises,institutions,residents and other social organizations based on market principles,public interests and community identification,effectively providing community public goods and participating in community management.At this stage,China has entered an aging society.Due to the long-term implementation of the national policy of family planning,the 4-2-1 family structure has become the mainstream of society,and elderly care has become a serious social problem.Therefore,it is imperative to vigorously develop home care and community care.Implementing pluralistic multi-governance in community care services is conducive to better meeting individualized needs,maximizing social resources and improving the efficiency of public goods supply,thereby accelerating the construction of community elderly care services and improving the level of community governance.The Dikou subdistrict in Tianqiao District of Jinan City is located in the northwest of Tianqiao District of Jinan City.The area and population of the jurisdiction are located in the forefront of Jinan City.Through the implementation of the "warm-hearted project" of elderly care services,the Dikou subdistrict integrates social consensus,integrates social resources,promotes pluralistic governance,and forms a multi-governance elderly care service with "government guidance,community sponsorship,enterprise support,and social organization participation".It has effectively promoted community harmony and improved the level of community governance.This paper takes Dikou subdistrict as the research object,and conducts in-depth research on the multiple governance of elderly care services of the Dikou subdistrict.Through the situation of the Dikou subdistrict,the elderly and the old-age situation,the implementation of the multiple governance of elderly care services of the Dikou subdistrict Background,analyze the status quo of the main body,funds,working system and working mechanism of the multiple governance of elderly care services in Dikou subdistrict.And find out the problems existing in the lack of community autonomy,the unstable investment in pension services,inadequate consultation in the community,negotiating social service projects,and low participation of residents.Through analysis,it is found that there are some problems in the urban community management system,defects in urban community management system,lack of fuds for the development of elderly services,community democratic consultation and defense system is not perfect,the quality of social organization development is not high,and community residents’ awareness of co-governance is not strong.Through in-depth analysis of problems and causes,we will explore and improve the realization path of multiple governance of elderly care services in Dikou subdistrict,including Enhancing the autonomy of community neighborhood committees,broadening the funding channels for elderly services,improving the community democratic consultation and defense system,strengthening the construction of social organizations and building a multi-governance community culture.We will build measures and improve the level of community pension services,build a social governance pattern of co-construction,governance,and sharing,and improve the modernization level of social governance capabilities.
