Study On Home Care Services For Urban Communities In M City Based On Cooperative Governance Theory

With the rapid increase of the aging population,how to provide for the elderly has become an important issue facing China.At present,there are three main types of pensions in China: family pensions,institutional pensions,and community home pensions,which have developed rapidly in recent years.As a traditional pension mode,family pensions are increasingly unable to meet the increasingly diverse and individualized needs of the elderly,and institutional pensions have higher costs.Therefore,home pensions have become the best choice at present.At the same time,with the deepening of the reform of government institutions in China,a service-oriented government has gradually been established.As a grassroots organization of the masses,urban communities are close to the masses and understand the needs of the masses.Therefore,they need to assume more social responsibility in community home care services.Urban community home-based care is based on the urban community.It combines the convenience of old-age care at the doorstep with the tradition of taking care of the family from time to time,which not only fits the Chinese’s old-age care concept,but also creates a good old-age care atmosphere in the whole society and creates old-age care.New model.The article uses the theory of collaborative governance,and uses the literature research method,questionnaire survey method,and in-depth interview method to study the current status of community home care services in M city.The analysis of the status quo in the article mainly starts from two aspects.One is the community home care service in M city.The content mainly includes basic daily care services,mental comfort services and medical care services.The second is to discuss the actual development of residential home care services in the community of M city from several aspects,such as the innovation of old-age service models,the construction of old-age service information platforms,and the input of human and material resources.Combining with the current status of community home care services in M City,it is found that there are four problems in M City’s current home care service in the community: weak external environmental protection,low level of multi-subject participation,limited service personnel and low staff quality,and difficult to guarantee the quality of old age care services.At the same time,analyze the reasons for the problems,including the lack of targeted laws and regulations,the lagging development of the elderly service industry,the lack of a specialized elderly service management institution,the inadequate security mechanism,and the incomplete evaluation system.Finally,four suggestions are given to further improve the community home care service in M city,to create a good community home care service environment,to build an effective endogenous motivation mechanism,to improve the professionalism of each subject,and to improve the existing supervision and evaluation system.
