Abstract/Summary:
In the article Chinese Situation Report 2023 released in February 2023,it was mentioned that China’s current total fertility rate fell below 1.1,and the three major trends of aging,declining birthrate and non-marriage are accelerating on the train in2023,and aging is accompanied by the diversification of the demand levels of the elderly,and the traditional family pension is no longer adapted to the needs of modern society.Combined with the current situation of aging in China and the uniqueness of elderly care services,the community home care service model that combines home care and community care has handed over a key to China in the dilemma of the elderly.Government,market organizations,communities and families as the main body of community home care service,both independent and interrelated,the role of each subject has its own irreplaceable role,only by clarifying the responsibilities of each subject,establishing a sound communication and cooperation mechanism,so that the subjects form a benign interaction,while paying attention to the full mobilization of social forces,in order to maximize the advantages of community home care,and scientific positioning of the role of each subject in community home care service is one of the problems discussed in this paper.Based on the theory of welfare pluralism,the theory of welfare triangle and the theory of social support,combined with the development status of community home-based elderly care services in Ying Kou City,this paper uses case study method and field interviews method to discuss the functional performance and existing problems of each subject in community home-based elderly care services in Ying Kou City,and finds that the construction of elderly care services in Area Z faces the problems of slow development process,insufficient number of professionals,poor enthusiasm for family participation,low service quality,conservative service mode and incomplete facilities.Through problem analysis,it is found that it is related to the lack of strong policy support,insufficient social publicity,ambiguous positioning of the community itself,errors in the family’s cognition of community home-based elderly care,backward current concept of old-age care,lack of effective standard guidance and incentive mechanism,shortage of professional nursing talents for the elderly,passive response of volunteer service teams,and poor communication of volunteer service information.It is proposed to solve the problem from four dimensions,the government grasps the direction of service,the family plays a basic role,the market activates the power source,and non-profit organizations do a good supplement,and puts forward specific optimization paths under these four dimensions.
