Normative Research On Grain Production Subsidies From The Perspective Of Law

Under the background that that China's total grain output has declined for three consecutive years and China has become the world's largest grain importer,the central government has put forward the strategy of rural revitalization,which is undoubtedly a great benefit to farmers.As the main means of financial transfer payment and government intervention,grain production subsidy is closely related to raising farmers' income,developing rural industries and revitalizing rural areas.However,in practice,there are problems such as too many subjects and lack of standardization in the implementation of subsidies,which are not conducive to the realization of the purpose of appeal.Therefore,under the premise of complying with the budget law,adjusting and regulating the subjects,procedures,standards and supervision of grain production subsidies is of great significance to improving farmers' enthusiasm for production,ensuring grain output,standardizing and restricting subsidies and promoting rural revitalization.Based on this,based on the investigation of 375 households in YunYang county,this paper studies the standardization of the actual implementation of food subsidies.The first part introduces the investigation of grain production subsidy in YunYang county.Firstly,it introduces the selection and general situation of the investigation sample,summarizes the grain production situation in YunYang county,introduces the current policy provisions and the adjustment trend of reform,and defines the grain production subsidy.Finally,through the investigation and analysis of farmers' satisfaction with subsidies,subsidies law,subsidies issued by the main body,procedural provisions,subsidies supervision,green agriculture and other aspects of cognition.The second part,YunYang county grain production subsidies exist.The first is the lack of national unified provisions,subsidies,cost,low efficiency;Second,the subsidy itself is cumbersome in terms of procedures,including cumbersome claim procedures,low subsidy standards and difficulty in area verification.Third,the lack of green agricultural development subsidy mechanism,the lack of environmental protection oriented problems;Fourth,the supervision and accountability mechanism of subsidies is not sound;Fifth,the subsidy legislation and compliance is not in place,including budget law compliance is not in place,the existing provisions of subsidies operability is poor,the lack of subsidy legislation in threeaspects.The third part,the solution to the problem.Firstly,it is suggested to simplify subsidy projects and unify external subjects.Secondly,it is to standardize the subsidy procedure and content,from improving the standard of grain production subsidy,to optimize the procedure of grain subsidy.The third is the green agriculture development orientation that strengthens subsidy.Fourth,we should improve the transparency of subsidies,strengthen performance supervision and improve the accountability mechanism for subsidies.Finally,according to the reasons,we should improve the legal degree of agricultural production subsidies,strengthen the budget law compliance,and accelerate the construction of food production subsidies legal system.
