Research On NIMBY Effect And Governance Policy In The Construction Of Jiaodong International Airport

With the development of socialism with Chinese characteristics entering a new era and the economic and political systems reforming deeply,the government has continuously increased its investment in the construction of major projects that are conducive to the national economy and people's livelihood,so as to meet the growing needs of the people for a better life.However,in recent years,many major projects cannot be successfully constructed for against of surrounding residents.This phenomenon is known as NIMBY.Governments at all levels,especially local governments,are confronted with the most direct conflict of NIMBY in the construction of major projects.On the one hand,local governments must continuously provide high-quality public services and goods to meet the needs of the people;on the other hand,the public facilities owed by government,especially major projects,have the possibility of causing NIMBY effect since their planning and construction.Therefore,how to dissolve the NIMBY effect has become a major issue.The study of governance policy in the construction of NIMBY facilities is of far-reaching significance.Adopting the way of field research and interviews,and considering the current situation and causes of the frequent NIMBY effect in major domestic projects,this paper analyses the development trend of the NIMBY effect in China,and points out that local government is the key to resolve the NIMBY effect and ensure the construction of major projects.After tracing and analyzing the risk of NIMBY effect in the construction of Jiaodong International Airport,as well as the municipal policy of Jiaozhou government,it puts forward effective countermeasures to cope with the NIMBY effect in the construction of major projects.The main conclusions are as follows:First,as Jiaodong International Airport project is complex and involves multiple groups,we must have a deep understanding the NIMBY Effect of airport projects,and guide decision-making according to circumstances,strengthen the design of system and mechanism to actively resolve the NIMBY effect.Second,it puts forward countermeasures on how to resolve the NIMBY effect in the construction of major projects from the perspective of the government.It includes:? The government should expand the basis of decision-making to ensure the feasibility of decision-making,strictly abide by the legal basis,refer to the case basis of the same kind in an all-round way,fully rely on the results of EIA,actively seek the basis for expert argument,and firmly rely on the results of public opinion polls.? The government should adhere to openness,fairness and transparency for the public's right to know,publicize the project situation and popularize scientific theories actively,and strengthen the guidance of public opinion.?The government should pay attention to systematic measures to ensure the effectiveness of decision-making implementation.It requires the government to formulate effective economic compensation mechanism,strengthen the prevention and control of environmental pollution,promote environmental restoration,and provide effective legal relief.?The government should improve the risk warning mechanism,.It requires the government to make risk awareness throughout the decision-making process,formulate risk warning plans and preplans,and improve technical means.
