Effectiveness Research Of NIMBY In Public Facilities

In recent years, with the development of social and economy, some public facilities should be improved and built, such as living waste incineration power project, such as the PX project, the facility location will cause surrounding residents’ concerns and opposition inevitably, some caused mass incidents,even caused serious political,social and economic problems.In this paper, the author was the officer of Wujiang district government, In 2009,Wujiang has an mass incidents for living waste incineration power project which was caused by NIMBY effect,because of mass incidents, Wujiang district living waste incineration power project was stopped. For rebuild the success of the project, the author start to research NIMBY effect, especially in PX and living waste incineration power project. in 2013,the author went to Guangzhou Fanyu district,investigate and survey living waste incineration power project which was stop by NIMBY effect,and the reconstruction work of Fanyu project. In 2014 and 2015,,the author went to Hangzhou Yuhang district,investigate and survey living waste incineration power project,which was stopped by NIMBY effect, and the reconstruction work of Yuhang project.This article is divided into four departments, the first part is the introduction. Elaborate the development of NIMBY. The second part is the PX project NIMBY effect analysis, for example, failure case of Xiamen PX project; Secondly analyses the PX project reconstruction, Fujian Zhangzhou continues the xiamen PX project success, analysis the reason and experience; Finally summarizes the PX project to avoid effect method. The third part is living waste incineration power project avoid effect analysis, for example, failure case of Yuhang living waste incineration power project, analysis the reasons and lessons; Secondly analysis living waste incineration power project reconstruction,analysis the reason and experience; Finally summarizes the living waste incineration power project to avoid NIMBY effect method. The fourth part is the countermeasures and Suggestions. In view of the practical problems, put forward the countermeasures and suggestions to avoid NIMBY effect.
