Research On Risk Prevention Of Terrorist Events In Western Frontier Ethnic Areas In China

In recent years,terrorism events are continuous and frequent in the western frontier ethnic areas of China.Terrorism,religious extremism and ethnic separatism constantly concocted various violent and non-violent incidents to disrupt people’s heart and normal order of society and to endanger national security.In view of this,on April 15,2014,at the first meeting of the Central National Security Council,General Secretary Xi Jinping first proposed the overall national security concept,and systematically proposed the essence of 11 kinds of securities.The overall national security concept is a security concept with Chinese characteristics,which embodies the heritage of Chinese reality and Chinese spirit.Therefore,the risk prevention of terrorist incidents in the frontier ethnic areas of western China should be based on the overall national security concept thus blazing a path of national security with Chinese characteristics.This paper takes the analysis of the current situation of terrorism in the western frontier ethnic areas as the starting point,reveals the current situation of the current terrorism incidents by risk society theory,as well as its causes and risk prevention predicament.On the basis of in-depth analysis and summarization of dilemmas and reasons,paper combines with the governance experience of overseas governments,and bases on risk governance theory and integrated governance theory,exploring the governance measures of our government and forming a set of logical analysis frameworks that are interlinked and supporting.First,defining the research objects and related concepts,and sorting out the relevant theories.Then it analyzes the terrorism incidents in the frontier ethnic areas of western China in the past 10 years from 2008 to 2017,and further synthetically analyzes the roots of the terrorist incidents from the spatial domain,special interest field and social psychological field.Then,from the three levels of risk identification and assessment,risk prevention and control,and risk communication and disposition,the paper sorts out and expounds the technology,mechanism and supervision dilemma and reasons of risk prevention of terrorist incidents in China’s western frontier ethnic areas.Finally,from the perspective of the overall national security concept and in the context of the information age,combining with the theory of integrated governance,basing on China’s national conditions and foreign experiences,the paper mainlyputs forward countermeasures against the risk of terrorism incidents from five aspects of political security,social security,information security,people’s security and cultural security.
