Research On The Path To Promote Rural Revitalization In Frontier Ethnic Areas

The report of the 19 th National congress of the CPC has made a historic new summary of the main contradictions in the primary stage of socialism.The rural revitalization strategy,which is an initiative of great historical and practical significance,was firstly put forward in the report of the 19 th CPC National Congress delivered by the general secretary Xi Jinping.Combined with the central government's judgment on the major contradiction in current society,it is not difficult to speculate that the unbalanced and inadequate theoretical and practical implications involve urban and rural development,the development of three industries and the disadvantaged status of farmers as a profession in social occupation type and other basic contents.Solving these problems is the only way to realize the goal of building a moderately prosperous society as scheduled,and the real requirement for creating a new situation in which China is a strong modern socialist country.Due to historical reasons,traffic block,relatively late economy,not smooth information sharing,ethnic and religious issues,rural construction should be a difficulty of difficulties in the process of revitalization of the propulsion.The results of ruralconstruction of frontier areas directly determine the country revitalization of the implementation of the country's outcome and actual effect.Accelerating the rural revitalization of frontier minority areas is extremely urgent.As a new concept and a major subject,the rural revitalization strategy has been proposed in the report of the 19 th CPC national congress on October 17,2017.Through more than one-year research,even though domestic scholars has gradually made some achievements,it has not yet formed a systematic theoretical research in China owing to inherent limitations of time and practice.At the same time,it is rare to make considerations on t actual situation of the frontier ethnic areas and rural revitalization process.As the capital of Inner Mongolia autonomous region,Hohhot is the forerunner and pacesetter of the whole region's rural revitalization,which not only has a good foundation in rural development,but also should set a good example for the whole region even ethnic regions to promote rural revitalization.Geographically,it is located at the border between Russia and Mongolia and the vital junction of the east-west connection.It is on the edge of the "two big situations at home and abroad" and in the direct "exchange" zone outside the region.From the perspective of frontier ethnic areas,it is not only the epitome of the late start,weak foundation and weak conditions of border ethnic areas,but also the portrayal of the all-round,multi-level and wide-rangeopening of border ethnic areas.Selecting Hohhot as a specific research object is not in-depth and specific,but also has a certain typicality and representativeness.This paper takes Hohhot city as the theoretical entry point,which is of great significance to the deepening of the social governance theory of ethnic areas in border areas.At the same time,the theory of rural revitalization has a greater sense of enrichment and improvement.It focuses on exploring an effective way to promote rural revitalization in Hohhot even ethnic regions and provides valuable references for other ethnic regions to implement the rural revitalization strategy.This article mainly consists of the following contents.First of all,this paper makes a brief introduction of background and signifi cance of rural revitalization strategy proposed by the central govern ment from a macro perspective,analyzing and commenting on the r esearch status of rural construction at home and abroad,and on the basis of comprehensive research results at home and abroad,carryi ng out investigation and research on the rural revitalization strategy newly proposed at the 19 th national congress of the CPC.Secondly,on the basis of introducing the connotation,requirements,goal and the significance of implementing rural revitalization strategy,it requi res to analyze basic situation and main methods and achievements of Hohhot and analyze existing problems and the reasons when implementing the strategy of rejuvenating the country.Weak economy,narrow path to be rich,low-level treatment for talents unqualified s upervision for cadre funds are main factors.These problems are un avoidable in the implementation of the rural revitalization strategy,s o solving these problems is the difficulty in the implementation of rural revitalization.Thirdly,on the basis of sorting out and finding out the problems and causes of the implementing the rural revitaliz ation strategy in Hohhot,the author has searched for experience an d inspiration of rural construction domestic and overseas by consulti ng literature and electronic documents.Interiorly,the development e xperience of 10 typical advanced villages were selected,such as Jia ngsu,Zhejiang,Jilin and Guangxi.Overseas countries including Ge rmany,the United States,Japan and France and Britain's new rural movement for comprehensive analysis are chosen,from which som e advanced experience can be learned.Finally,on the basis of abso rbing domestic and overseas rural construction experience,combing the strategy of rejuvenating rural mission objectives with Hohhot's c urrent problems of rural construction,the government should make careful considerations,and put forward the implementation path con necting resources development and environmental protection with "b eautiful country's construction,planning an overall development of natural and historical and cultural resources,collaboratively promoting resource development and environment protection.Everyone shou ld implement the green development concept and the "two mountain s"concept,and jointly promote ecological protection and industrial d evelopment.We need to incorporate infrastructure and social develo pment into the overall plan for rural revitalization,pay attention to social programs,infrastructure development,employment and other issues related to people's livelihood,and jointly promote infrastructu re and social development.In Accordance with the essential require ments of common prosperity,focusing on targeted poverty alleviatio n,the government should promote common prosperity and targeted poverty alleviation in a coordinated way.It is necessary to focus o n rural governance capacity building,incorporate human resource de velopment into the overall plan of rural revitalization strategy and j ointly promote rural governance capacity building and human resour ce development.With the guiding principle and touchstone of thrivi ng industries,pleasant living environments,social etiquette and civi lity,effective governance and prosperous life,we will strive to pro mote the "five-in-one" development in rural areas,so that people ca n enjoy the tangible benefits of reform and development and promo te people's comprehensive and healthy development.
