The Research On Exit And Entry Management Mode Innovation Of Immigration Inspection Authorities In Harbor

Exit and entry frontier inspection authorities(hereinafter referred to as the immigration inspection authorities)are the government departments established by the state to undertake frontier inspection at ports open to the outside world.As an important part of entry and exit management,frontier inspection is facing development opportunities and challenges against the backdrop of the rapid economic development in the country,the increasingly close international exchanges and the increasingly austere anti-terrorism situation in the world.As the harbor immigration inspection authority possesses the characteristics of wide port area,low degree of closure,intensive movement of persons and diversified service items,they face more pressure to control port security and improve service levels than the airport immigration inspection authority.In recent years,a series of innovative measures in entry and exit management mode have been promulgated by several port frontier inspection authorities in the country.This paper selects Donggang Immigration Inspection Station,which accounts for about 40 percent of the total workload in harbor immigration inspection station of Tianjin General Station of Exit and Entry Frontier Inspection,as the research object of the entry and exit management mode innovation,and has certain representativeness.By analyzing the background and current situation of the management innovation mode,refining the evaluation index of innovation effect,designing questions about management mode and the interview outline,collecting questionnaire results,organizing data and suggestions,it was found that there were several obstacles in the setting up of functional departments,police efficiency,working condition,performance management and incentive mechanism,which hindered the exit-entry management mode innovative practice.Using the experience of risk management,new public management,performance management and incentive theories,learning from the experience of Hong Kong Immigration Department and the U.S.Customs and Border Protection,we put forward countermeasures and suggestions to solving the obstacles and providing ideas for the innovation of exit-entry management mode by immigration inspection authorities in harbor.
